Description

The Senior Buyer position assists campus departments and the University in purchasing goods and services in order to secure Best Value. This position also ensures purchases are in line with specified cost, quality and delivery targets. Other responsibilities include the oversight of the work of other Buyers and the allocation of pending work, as swell as creating and managing high dollar bids and Requests For Proposals. This position also delivers briefs, updates and reports were required. It also assists with developing creative and innovative procurement process designs and solutions and with leveraging existing technology.

Minimum Education and Experience

Bachelor's degree in business or a related field and a minimum of three years of progressively responsible procurement experience, or an equivalent combination of education and experience. Industrial or educational experience, with at least one year in the Buyer II level or comparable outside experience. Must have a working knowledge of contracts. Must be proficient in Federal SBA, State Purchasing and HUB laws ; OGC and Board of Regents policies.



Preferred Education and Experience

Bachelor's degree in business or a related field and a minimum of FIVE years of progressively responsible procurement experience, or an equivalent combination of education and experience. Previous Higher Education experience a PLUS.

Must have a working knowledge of procurement. Proficient in Federal SBA, State Purchasing and HUB laws.

Essential Duties and Responsibilities

  • Assess and evaluate suppliers of products and services to provide the best value to the University.
  • Ensure that State, Federal, UT System and campus guidelines and purchasing policies are followed during the procurement process.
  • Guide campus users in supplier selection, conduct negotiations and assist with all levels of the award process.
  • Join, review and utilize government contracts for products and services.
  • Strive to contain costs through the use of group contracts as well as negotiations with vendors.
  • Assist with State of Texas reporting requirements as needed.
  • Manage purchasing process from creation of requisition to delivery of items or services.
  • Award purchase orders based on tabulation of quotations received.
  • Attend meetings to represent the purchasing department for the University.
  • Prepare and/or supervise preparation of local bids including RFP, RFQ, IFP, IDIQ.
  • Meet with current and potential suppliers.
  • Responsible for training new buyers through intensive review of available publications and verbal instructions.
