Description
The Operations Specialist, under the supervision of the Texas Cares Rx Program Manager, performs highly advanced work involving program and project research pertaining to the administrative, fiscal and program functions of Texas Cares Rx. The Operations Specialist will help to assess the Texas Cares Rx operational functions and help to ensure that the overall flow of program activities, projects and initiatives are effective, efficient, and forward thinking.
The Texas Cares Rx Operations Specialist works under minimal supervision, with extensive latitude for initiative and independent judgment. The Operations Specialist will analyze daily activities for effectiveness and efficiency and will participate in the development of policies, planning and procedures for daily tasks, and any other tasks as assigned. The Texas Cares Rx Operations Specialist communicates with contractors, project stakeholders, management, and other relevant parties internally and across the agency.
Work involves formulating and monitoring program objectives, analyzing and evaluating the impact of legislation, regulations and policies affecting the program's initiatives and daily activities. Work includes oversight of the development and implementation of special projects; planning, tracking milestones and activities, compiling updates and preparing and conducting presentations.
The Operations Specialist formulates and monitors long-range objectives and priorities and develops quality assurance procedures and conducts quality assurance reviews on ongoing projects. Analyzes business processes and devises new or revised methods, within scope of Texas Cares Rx and Specialty Health (SH) projects. Develops and gathers specifications for program policies and procedures and participates in other program development activities including documentation and ongoing operations of Texas Cares Rx.
The Operations Specialist will lead research for and development of the Texas Cares Rx reporting and legislative inquiries. Work includes collecting, compiling, and analyzing research data, analyzing data sets using statistical methods and relational databases. Prepares or assists in preparing reports of research findings, quality management activities and other activities for the Texas Cares Rx program and other projects as assigned.
Additionally, the Onboarding Specialist's role involves some outreach and program representation, including involvement in attending community events, representing the Texas Cares Rx program to potential volunteers and partners, and communicating the program's mission and benefits. The specialist will be responsible for engaging with community members and stakeholders to help grow the volunteer base and foster relationships that advance the goals of the program.
