Project Summary:
MSI implements USAID's Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity. MozMEL is a five-year initiative to support the USAID Mission in Mozambique with rigorous monitoring, evaluation, learning, training, logistical support, and other related tasks. The Moz MEL Activity has been asked to conduct an intervention in Cabo Delgado that will include monitoring, verifying, and evaluating USAID Bureau of Humanitarian Assistance (BHA) funded activities.

Position Summary:
The Warehouse and Logistics Specialist will support third-party monitoring (TPM) for multiple BHA-funded activities in Mozambique. This role involves close collaboration with MSI's TPM team and the Senior TPM Manager to provide expertise in warehouse and logistics operations. The Specialist will be responsible for TPM design, tool development, training, data collection, analysis, management, and reporting for MozMEL. The position will focus on monitoring warehousing and supply chain practices of BHA-funded commodities, ensuring accountability and efficiency from IP warehouses to distribution points. Key tasks include developing tools, conducting training, and performing data collection through observations and other methodologies at warehouses and along supply chains. Additional tasks will be assigned as required by the MozMEL Chief of Party.
Responsibilities:
- Monitor waybills, inventory records, and overall warehouse organization.
- Provide surge support to the TPM team, including contributions to reporting with summary statistics, brief write-ups, and actionable recommendations for USAID.
- Assist in the development of data collection instruments in collaboration with the MozMEL team and data collection personnel.
- Participate in data collection activities, including interviews, direct observations, and document reviews.
- Support the development of TPM reports, particularly sections relevant to warehouse and logistics expertise.
- Conduct qualitative and quantitative assessments of food and nutritional commodity supply chains.
- Monitor and document processes at warehouses, health facilities, and distribution points.
- Engage with stakeholders, including warehouse managers, health facility staff, and implementing partners, to collect and verify data.
- Assess supply chain efficiency and identify gaps or potential points of diversion.
- Ensure accurate and timely data collection, including GPS coordinates and photographic evidence when feasible.
- Compile detailed reports on supply chain activities, highlighting unusual circumstances and key findings.
- Adhere to strict ethical, safeguarding, and confidentiality guidelines in all activities.
- Collaborate with field managers to troubleshoot challenges and improve data collection methodologies.
- Perform other tasks as needed.
Qualifications:
- Bachelor's degree in supply chain management, pharmacy, logistics, or a related field is required. Master's degree preferred.
- Minimum five years of experience in warehouse and supply chain management, including a minimum two years of experience working in Cabo Delgado required.
- Experience with USAID-funded projects and food/nutritional commodity supply chains is preferred.
- Experience in conducting training, interviews, and data collection.
- Strong proficiency in digital data collection tools (e.g., Fulcrum, ODK, Survey CTO, Kobo Toolbox).
- Strong analytical, written, and verbal communication skills.
- Ability to coordinate and communicate effectively with diverse stakeholders, including government entities and local communities.
- Ability to travel to project sites across Cabo Delgado, including conflict-affected regions.
- Oral and written fluency in Portuguese is required. Working knowledge of English and oral fluency in local Cabo Delgado languages such as Makhuwa, Makonde, and Mwani is preferred.
