Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the USAID Mission in monitoring, evaluation, learning, training, and logistical support. The MozMEL Activity has been asked to conduct an intervention in Cabo Delgado that will include monitoring, verifying, and evaluating USAID Education, Democracy and Governance (EDG)-funded activities in Mozambique.

Position Summary:

The Third-Party Monitoring (TPM) Coordinator will take the lead in managing TPM fieldwork while working closely with the Team Lead and TPM Manager. This involves overseeing data collection teams and handling all operational tasks related to TPM activities. This full-time role is based in Pemba and will require travel to Cabo Delgado districts and Maputo. The selected candidate will work within the coordination with USAID and implementing partners (IPs), operational tasks, management and training of data collection teams, data quality verification, and produce field activity reports.

 

Responsibilities:

  • Coordinate and consult with USAID and USAID IPs on an ongoing basis under the leadership of the Team Lead and TPM Manager.
  • Develop the monitoring plan including site visit plans, specifying IPs, sectors, and modalities to be monitored following consultations with USAID and USAID IPs.
  • Serve as the primary liaison between the project team and IPs.
  • Assist the Director of Finance and Administration (DFA) with managing local subcontracts to include coordinating payments, monitor limitation of funds by tracking their budget against the Business Partnership Agreement (BPA) ceiling.
  • Process expense reports for field trips.
  • Arrange hotel reservations and transportation for project activity teams.
  • Oversee the recruitment, training, and management of data collection teams.
  • Conduct training sessions to ensure enumerators and supervisors are well-prepared for field activities.
  • Monitor data collection team performance and provide ongoing support and guidance.
  • Implement procedures to verify the accuracy and reliability of collected data.
  • Ensure the quality of the data collected in the field is valid and in line with the technical design of the project.
  • Address any data quality issues or discrepancies identified during data verification.
  • Compile and produce detailed reports on field activities and project progress.
  • Ensure reports are accurate, comprehensive, and submitted in a timely manner.

 

Qualifications:

  • Bachelor's degree in a field such as international affairs, economics, sociology, social science, management, or business administration is required.
  • Minimum five years of relevant professional experience is required.
  • Minimum two years of experience working on USAID or other international donors funded projects in development and humanitarian sectors such as health and nutrition; water, sanitation, and hygiene; food security; economic recovery and market systems; protection; and emergency shelter is required.
  • Experience conducting research and data collection in Mozambique is required.
  • Experience managing data collection teams and conducting data quality verifications is required.
  • Proficiency with one or more mobile data collection platforms is required.
  • Fluency in Portuguese and English required.
