Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.    

Position Summary

Tetra Tech is recruiting a Thermal Engineer Specialist – Procurement for Securing Power, Advancing Resilience Connectivity Activity (SPARC) Project to support the technical aspects of the procurement of materials and equipment for restoring damaged district heating infrastructure in compliance with Tetra Tech policies, local labor law and USAID regulations for a project office in Kyiv, Ukraine. This position will report to the Technical Procurement Lead. This position is full-time, one-year with an opportunity for extension, and open for Ukrainian nationals only. Hiring is contingent upon USAID approval.

Position Responsibilities

  • Advise, consult, verify and confirm technical parameters of equipment and materials requested by recipients. This assistance shall be conducted for each individual case and taking into account the existing equipment (in operation) at the specific node of DH system, where the equipment or material is intended.
  • Draft technical specifications for DH related procurements.
  • Conduct the assessment of the completeness and quality of technical specifications of equipment and materials provided by other parties in procurement requests.
  • Coordinate the work by third parties as regards technical part of procurement process.
  • Analyze and prepare responses for technical questions from potential vendors and suppliers during the tendering process and manufacturing.
  • Participate in tender evaluation processes and evaluate the technical part of bids and offers from equipment, materials manufacturers and suppliers.
  • Other duties as assigned.

Required Qualifications

  • University degree in thermal engineering.
  • At least 10 years of experience in a district heating utility (ies) at technical position(s).
  • Demonstrated experience in developing technical project designs for construction of DH objects, at technical position(s).
  • Solid knowledge of DH system on production, transportation levels.
  • Experience in the design, installation or commissioning of equipment in DH systems, communal utilities in Ukraine.
  • Strong understanding of the specifics of Ukrainian DH system operations.
  • Knowledge of Ukrainian standards and regulations related to heat, construction, communal infrastructure.
  • Project management skills, and coordination of team members, external consultants and subcontractors.
  • Solid writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively.
  • Proficiency in English (at least intermediate written, read, spoken, and heard) and Ukrainian.
  • Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams.

Preferred but Not Required Qualifications

·        Experience working for USAID or other donor-funded projects.
