Project Summary:

Tetra Tech is implementing the Inclusive Energy Sector Workforce (IESW) Activity under the Millennium Challenge Account (MCA) Kosovo Just and Equitable Transition Acceleration Project.  The IESW Activity aims to improve the energy working environment for women to enable them to enter and succeed in the sector. This activity will promote gender-equitable practices among energy sector employers, provide technical assistance and grants to help increase female representation in energy companies in Kosovo and support networking, mentoring, and other educational and learning opportunities for women. The implementation period for the IESW is expected to be from June 2024 to May 2028.  

Position Summary:

The Team Leader will lead the implementation of all activities and provide expertise in gender and social inclusion, workforce development, and grants management. The selected candidate can be based in Kosovo or be home based with travel to Kosovo every quarter for three weeks at a time. The position is contingent on MCA Kosovo approval.    

 Position Responsibilities:

  • Designated as key personnel in the contract to manage the project and meet its requirements and objectives.
  • Serve as Tetra Tech's primary point of contact with MCC and MCA Kosovo and facilitate communication and close coordination with all activity stakeholders. 
  • Lead the planning, execution, and day-to-day implementation of all activities to adhere to the approved implementation plan, schedule, and allocated budget.
  • Meet regularly with Tetra Tech home office leadership to provide project updates, elevate risks, and propose relevant mitigation measures.
  • Manage a team of full-time staff, short-term consultants, and subcontractors in compliance with Tetra Tech quality standards and client expectations.
  • Prepare biannual reports on grants management and implementation progress and develop monthly reports documenting activities, including specific progress on defined monitoring and evaluation indicators.
  • Conduct technical reviews of all outputs and materials produced under the activity and prepare technical presentations, reports, strategy papers, and other outputs as requested by the client and Tetra Tech.
  • Other duties as assigned. 

Required Qualifications:

  • Bachelor's degree in Business Management, Public Administration, Law, Development Studies, Gender Studies, Workforce Development, or related field
  • At least ten years of experience managing and supervising a team of program professionals
  • Proven experience managing mid-sized ($5 million and above) international programs
  • Eight years of proven experience with gender and inclusion programming
  • Demonstrated success in interacting with senior-level government officials from and/or with private sector clients
  • Proven experience leading and guiding team members to complete daily task   s
  • Ability to delegate tasks and set clear deadlines for the team
  • Ability to create an inspiring team environment to achieve the program goals with an open communication culture
  • Setting clear team goals and strong customer service skills    
  • Proficiency in Microsoft Office Suite including Microsoft Teams, SharePoint and communication software
  • Strong cross-cultural and communication skills
  • Strong understanding of the value of diversity within teams and adaptive leadership skills
  • Proficiency in written and spoken English

Preferred but Not Required Qualifications:

  • Master's degree preferred
  • Project Management Certification or equivalent management experience
  • Experience managing projects in the Balkans
  • Experience working in the energy sector
  • Experience working with gender analysis or gender integration within energy, infrastructure, or other male-dominated sectors
  • Experience developing and delivering training workshops on gender integration and social inclusion
  • Ability to work professionally in Albanian
