Position Overview

Aus4ASEAN Futures builds on the ASEAN-Australia Development Cooperation Program phase 2 (AADCPII), a highly regarded program which has provided support to the ASEAN Economic Community (AEC) for 12 years. Aus4ASEAN Futures is a $204 million, ten-year investment embedded in the ASEAN Secretariat (ASEC). It mobilizes resources through an ASEAN trust fund and uses ASEAN procurement systems, showcasing Australia's commitment to ASEAN priorities and partnership. The program supports the ASEAN Political Security Community (APSC), ASEAN Socio-Cultural Community (ASCC), and ASEAN Economic Community (AEC), enabling Australia to engage with ASEAN on various strategic and emerging issues, such as climate change, vocational education, disaster preparedness, social inclusion, and the care economy. The goal is to foster a "peaceful, prosperous, and inclusive" ASEAN by promoting economic recovery, resilient communities, and peaceful, rules-based systems. Additionally, it aims to integrate cross-cutting issues like social inclusion, gender equality, and disability into ASEAN programs, and to enhance Australia's positive contribution to ASEAN.

The Strategic Communications and Public Diplomacy Adviser will ensure adherence to branding guidelines, document Program activities and achievements with high-quality strategic communications tailored to target audiences, support the ASEAN Secretariat in building strategic communications capacity, and manage public information and social media campaigns across traditional, social, and digital media platforms.

Key Responsibilities:

  • Develop and implement the Communications and Public Diplomacy strategy in consultation with DFAT and ASEAN stakeholders.
  • Create and share social media content for both ASEAN and Australian audiences.
  • Produce high-quality strategic communication materials for senior officials, ministers, industry leaders, and the public.
  • Launch an internal communications campaign to share new branding, social media content, and collective narratives with internal stakeholders.
  • Establish a system for collecting and sharing program impact, integrating communication into individual projects, and creating pathways for sharing content with key audiences.
  • Provide training and technical support to ASEAN Secretariat divisions responsible for public affairs, outreach, and strategic communications.

Selection Criteria:

  • Postgraduate degree in media/communications, public relations, public diplomacy, journalism, or a related field.
  • At least 10 years of communications management experience in donor-funded development programs.
  • Proven experience in designing communication plans, strategies, and campaigns across Southeast Asia.
  • Skilled in producing strategic communications products for various audiences and media platforms.
  • Proficient in using social media platforms, office software, web-based management systems, and modern communication methods.
  • Experience in event preparation, coordination, and organization.
  • Experience working with government organizations or regional bodies like the ASEAN Secretariat; prior experience in Southeast Asia and with DFAT and ASEAN is highly desirable.
  • Excellent English communication skills, both written and spoken, with the ability to produce high-quality strategic communications products
