Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.    

Position Summary

 

Tetra Tech ES, Inc. is seeking a detail-oriented and proactive Sourcing Specialist to support the SPARC project's supply chain operations. This role involves managing sourcing activities, researching suppliers, and supporting procurement processes to ensure the timely and cost-effective acquisition of goods and services. The Sourcing Specialist will work closely with the Supply Chain Manager to maintain a streamlined and efficient supply chain, focusing on compliance, vendor relations, and continuous improvement. This is a full-time, one-year position with the potential for extension based on project requirements and individual performance. Candidates must be based in and authorized to work in Ukraine for the duration of the assignment. Travel within Ukraine and abroad may be required.

Position Responsibilities

·       Identify, evaluate, and recommend suppliers based on quality, cost, and reliability to meet project procurement needs.

·       Build and maintain positive relationships with suppliers, ensuring alignment with project standards and requirements.

·       Solicit quotes from suppliers, analyze bid proposals, and provide recommendations to support procurement decisions.

·       Conduct regular market research to keep up to date with pricing trends, industry standards, and potential sourcing challenges.

·       Ensure all sourcing activities comply with USAID and local regulations, maintaining accurate records and documentation.

·       Identify potential supply chain risks associated with suppliers and develop strategies to mitigate them.

·       Work with the Supply Chain Manager and Vendor Data Analyst to implement cost-saving initiatives, optimizing supplier terms and procurement efficiencies.

·       Collaborate with procurement and logistics teams to ensure seamless integration of sourcing activities into the overall supply chain.

·       Prepare regular reports on sourcing activities, including supplier performance and cost analyses, for review by the Supply Chain Manager.

·       Participate in continuous improvement initiatives to enhance sourcing processes, quality, and cost-effectiveness.

Qualifications

·       Bachelor's degree in supply chain management, Business, Economics or a related field.

·       At least 1 year of experience in sourcing, procurement, or a related supply chain role.

·       Knowledge of sourcing and procurement software, with proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).

·       Familiarity with USAID or similar donor requirements and compliance standards is an advantage.

·       Strong research and analytical skills, with the ability to evaluate suppliers and make data-driven recommendations.

  • Excellent communication and negotiation skills in both English and Ukrainian.
