 In Ukraine, Tetra Tech implements the Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID). The largest USAID project in Ukraine to date, ESP aims to enhance energy security, improve the legal and regulatory environment in the energy sector, and increase the resilience of Ukraine's energy supply to support the country's economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is expected to run through June 2025.

Tetra Tech is seeking a Senior Legal Advisor: RES and Distributed Generation Specialist to provide specialized legal expertise in the Ukrainian energy sector to support roll over of distributed generation and renewables projects.

 

The Specialist will:

  • Analyze, recommend, prepare, and support of the legal and regulatory environment for distributed generation and renewables projects in Ukraine.
  • Monitor existing and evolving policy, legislative, and regulatory frameworks aimed at the implementation of distributed generation and renewables.
  • Produce comprehensive analysis in policy and legislative gaps for distributed generation with embedded cogeneration and renewables.
  • Provide legal assessments and recommendations on the Ukrainian electricity and gas markets, covering aspects such as connections to gas and electricity networks, regulatory frameworks, participation in the markets, etc.

Minimum Qualifications Required:

  • At least ten years of experience in the energy sector and a detailed understanding of the Ukrainian regulatory environment;
  • A master's degree in Energy Law, Environmental Law, or a related field  is required
  • Practical experience in distributed generation and renewables projects, regulatory disputes, protection and moderation of investor rights, etc.
  • Excellent project management skills; able to coordinate and prioritize your work to meet competing deadlines while adhering to governance procedures.
  • Excellent consulting skills, including communication, presentation skills, conciseness, and the ability to promote your work products effectively.
  • Experience negotiating and managing issues with external stakeholders, negotiating, and recommending the preferred way forward.
  • Ability to analyze complex situations and formulate actions, plans, and strategies accordingly.
  • A strong ability to listen and communicate a clear message of purpose to groups that have varied interests and diverse viewpoints.
  • Proven ability to work effectively as part of a team. Enthusiasm to use innovative, modern best practice approaches to team development and processes. A positive, problem-solving mindset is strongly preferred.
  • Excellent document (Word, Excel, PowerPoint, etc.) drafting skills. Knowledge of computer software for project management is a plus.
  • Experience working with government ministries and agencies is a plus.
