The Pacific Humanitarian Warehousing Program (PHWP) Infrastructure Specialist Unit (ISU)

The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific Island countries and Timor-Leste. Participating countries include Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu and Vanuatu.


Key responsibilities

  • Assist the Humanitarian Infrastructure Lead in leading and developing the ISU Technical Team, providing technical support, capacity strengthening, and guidance to team members.
  • Represent the ISU Technical Team in meetings with clients (DFAT) or Partner Country stakeholders, and develop and maintain positive relationships with key local stakeholders.
  • Assist in proactively managing program risks, identifying and addressing potential challenges early to ensure successful project outcomes.
  • Regularly update the Humanitarian Infrastructure Lead and/or Team Leader on project progress, escalating issues when necessary, and produce high-quality, timely reports for the program.
  • Support the leadership and management of multiple infrastructure projects across various phases, ensuring timely, high-quality delivery with minimal supervision.
  • Maintain robust document control, oversee contractor performance, and ensure compliance with DFAT's Child Protection and PSEAH standards.
  • Engage regularly with key stakeholders in Partner Countries, coordinate with government and local authorities, and manage inputs from local consultants.
  • Integrate program thematic priorities (GEDSI, Green Humanitarian Action, and Localisation) into all program activities and operations to ensure inclusivity, sustainability, and responsiveness to diverse stakeholders.


Selection criteria

  • A tertiary qualification in Architecture, Construction, Civil, or Structural Engineering.
  • A minimum of 7 years of experience in project management of infrastructure in multiple Pacific contexts, with practical experience in developing and delivering fit-for-purpose infrastructure solutions in an international development context.
  • Proven experience in a leadership role, with the ability to coach and mentor junior team members and locally engaged project team members.
  • Strong experience working adaptively, consultatively, and iteratively in complex project delivery environments.
  • Experience working with multiple stakeholders, including ministerial government bodies, local government, and local communities.
  • Excellent ability to clearly communicate technical advice at a policy, strategic, and tactical level within a complex program to senior government decision-makers and external stakeholders.
  • Demonstrated experience in analysing and solving complex problems in infrastructure projects.
  • Demonstrated knowledge of Australia's International Development Policy, relevant environmental and social safeguarding policies, and skills in AutoCAD, MS Office applications, and Sketchup.
