Project Summary
Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower West Africa Program. Building on a decade of Power Africa success, Empower West Africa aims to close the energy poverty gap in the region by increasing the supply of and access to affordable, reliable, and sustainable electricity. By 2029, Empower West Africa aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary
Tetra Tech is searching for an experienced Clean Energy Specialist (CES) for the USAID Empower West Africa Energy Project. The ideal candidate will play a critical role in providing technical assistance, aimed at accelerating renewable energy projects in the region. He will provide expertise in deal structuring, risk analysis, financing, and regulatory compliance. This position requires a deep understanding of renewable energy markets and a collaborative approach to engage stakeholders, enabling the successful execution of renewable energy solutions.
Position Responsibilities
- Conduct due diligence on renewable energy projects, ensuring alignment with financial, technical, and regulatory standards.
- Review or provide guidance on project feasibility studies, including resource assessments, technical designs, and financial projections.
- Review and provide guidelines for key project documents such as power purchase agreements (PPAs), concession or implementation agreements and financial agreements, and other legal frameworks.
- Assist project developers and stakeholders with deal structuring, including financial modeling, contract negotiation, and project financing.
- Review energy policies, regulations, and market trends relevant to renewable energy projects.
- Assist West Africa government establish relevant policy, legal, institutional and regulatory frameworks that support private sector investment including PPPs.
- Assist in securing project financing by identifying funding opportunities, including grants, subsidies, and private investments.
- Perform risk assessments and develop mitigation strategies to address financial, technical, and regulatory challenges.
- Review financial models to optimize cost structures and returns on investment.
- Facilitate workshops, training sessions, and stakeholder consultations to build local capacity in project development and financing.
- Coordinate between project developers, financiers, and government agencies to align objectives and streamline processes.
- Provide project preparation support to identify a pipeline of technically and financially viable and bankable RE projects
- Facilitate matchmaking with potential IPPs by leveraging global partners and donors' collaborative platforms such as M300.
- Investment readiness and Transactions Advisory assistance support to evaluate RE projects, perform due diligence and identify/mitigate risks.
- Review power purchase agreements or any bidding documents related to RE projects.
- For alternative de-risking measures, technical assistance from USAID regional Empower to LEC to increase technical & commercial efficiency and financial viability.
- Track the progress of supported projects, ensuring milestones are met within timelines and budgets.
- Prepare detailed reports on project outcomes, challenges, and lessons learned for program stakeholders.
- Ensure data collection for monitoring, evaluation and learning (MEL) under the framework of Empower West Africa MEL plan implementation.
Required Qualifications
- Bachelor's degree in Renewable Energy, Business Administration, Engineering, or a related field.
- At least 7 years in renewable energy project development, financing, or advisory roles.
- Proven track record of providing transactional support to energy projects, particularly in emerging markets or underserved regions.
- Strong knowledge in project finance, deal structuring, and energy market analysis.
- Familiarity with renewable energy technologies and associated infrastructure.
- Strong knowledge of energy policies, regulatory frameworks, and compliance processes.
- Proficiency in financial modeling tools, project management software, and data analysis platforms.
- Strategic and analytical thinking.
- Ability to manage multiple projects and prioritize tasks in a dynamic environment.
- Excellent written and verbal communication skills in English and French.
Preferred but Not Required Qualifications
- Master's degree in Renewable Energy, Business Administration, Engineering, or a related field.
