Project Summary:

The Jordan Public Accountability and Justice Strengthening (PAJ) Activity is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government's adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Public Accountability Component Leadwillprovide technical expertise, management, and oversight of the Public Accountability Component (Component 1) staff, trainers and expert consultants for activity implementation focusing on improving Government of Jordan (GOJ) institutions' efficiency, transparency, and protection of human rights. The Public Accountability Component Lead will report to the Deputy Chief of Party (DCOP).

 

Responsibilities:

  • Lead planning and execution of component activities to enhance GOJ institutions' efficiency, transparency, and protection of human rights.
  • Provide technical assistance, training, and capacity development to support GOJ efforts to improve its public sector institutions' efficiency, transparency, and protection of human rights.
  • Provide technical expertise for the related GOJ public institutions in Jordan and serve as a point of contact with the partner public institutions including ministries, commissions, departments, and offices.
  • Manage and lead activities and staff under the GOJ Public Accountability Component.
  • Serve as a bridge between short-term experts and GOJ partner institutions. Supervise the work of such experts and their deliverables, ensuring timeliness and quality.
  • Ensure operational efficiency of the Component 1 team and adherence to contractual and work plan requirements and timelines.
  • Achieve and monitor progress against the work plan in all areas of Component 1 activities.
  • Coordinate with the Activity's monitoring, evaluation, and learning (MEL) team to track Component 1 progress against Performance Monitoring Plan (PMP) indicators and ensure all targets are met.
  • Ensure the drafting, editing, and timely submission of Component 1 information and data needed for weekly, quarterly, PMP and annual reports, as well as any other reports and deliverables as requested.
  • Ensure that appropriate inputs from local staff and/or consultants are provided for reporting needs.
  • Ensure high technical quality and timeliness of all Component 1 activities and deliverables.
  • Ensure that Component 1 success stories are submitted to the Activity senior management team according to the established timelines.
  • Carry out other duties as assigned by the DCOP or Chief of Party.

 

Qualifications:

  • Bachelor's degree in law, public administration, or relevant field is required. 
  • Minimum 10 years of relevant experience required.
  • Minimum five years of experience as a manager preferred.
  • Experience working on programs of public accountability and transparency in Jordan required.
  • Experience in leadership while working with GOJ institutions required.
  • Working proficiency in English and fluency in Arabic required.
