The Opportunity:

Tetra Tech is adding a Proposal Manager to our Global Services Design Team. 

Tetra Tech's Global Services Design Team provides a provides architecture and engineering (A-E) services in support of deployed U.S. Army, Navy, and Air Force personnel; allied foreign government agencies; and international development agencies. Tetra Tech's engineers and architects deliver planning, design, and construction phase services to achieve sustainable solutions for buildings and infrastructure at locations worldwide. The Proposal Manager will work with our technical teams to develop and implement new business capture activities. 

Our core business hub is in Marlborough, MA—the location of this position is flexible for the right candidate.

Your Role:

  • Support and collaborate with Vice President of Business Development and Capture Managers to develop and implement capture plans, presentations, and proposals for US Federal and donor funded proposal opportunities
  • Manage proposal process to include conducting strategy meetings with capture manager and proposal team, coordinating outreach to internal/external team members, supervising development of written content, leading color team reviews, responding to reviewer input, and ensuring compliance with solicitation requirements
  • Manage development of proposal content (cover letters, executive summaries, resumes, and project descriptions), marketing collateral (web content, brochures, and presentations), and source content (resumes, project descriptions)
  • Comply with GLS and Corporate requirements for new business capture to include BDS review, COI Portal, QMS Go/No Go, and QMS Compliance Outlines
  • Supervise and train proposal writers
  • Provide training to GLS team members on proposal development best practices
  • Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Additional duties as required.

Qualifications:

  •  Bachelor's degree in English, Communications, or related field;
  • Ten (10) years of relevant experience with demonstrated leadership in coordinating technical and marketing teams;
  • APMP certification preferred
  • Demonstrated interest in international development, international relations, engineering, public health, or a related field (coursework, study abroad, volunteer experience);
  • Excellent written and verbal communication skills, with exceptional grammar and proofreading abilities;
  • Exceptional organizational skills with the ability to manage multiple priorities under tight deadlines;
  • Attention to detail and motivation to assist team in capturing new business;
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook);
  • Must be able to work independently remotely and as part of a dispersed team on Eastern Time Zone business hours
  • A-E industry experience preferred
  • Experience preparing SF330 proposals preferred
  • Experience preparing proposals for US federal agencies and/or international donors preferred
  • Due to the clients we serve, this position requires US Citizenship or Permanent Residence Card
  • Must be able to pass background screening including criminal history, credit check etc.
  • Ability to drive on an occasional basis for business purposes preferred. In order to do this, you will need a valid driver's license, pass a motor vehicle record (MVR) background check, and maintain a safe driving record.

Additional Information:
