Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.    

Position Summary

The Project Execution and Logistics Lead will play a pivotal role in managing the efficient execution of projects within SPARC. This position is responsible for planning, coordinating, and optimizing resources to ensure successful project delivery while adhering to established timelines and budgets. The Lead will work closely with cross-functional teams to streamline processes, maintain quality standards, and address logistical challenges. Key responsibilities include developing and maintaining project schedules, monitoring progress, and mitigating potential risks or delays. Additionally, the Lead will ensure compliance with organizational policies and funding requirements, enforce quality standards, and provide comprehensive reporting to all stakeholders involved.

Position Responsibilities

  • Serve as the team leader for the SPARC project execution and logistics team in Ukraine.
  • Develop detailed project plans and schedules to ensure efficient execution and alignment with SPARC objectives.
  • Oversee all execution and logistical aspects of the project, including supply chain, and transportation activities.
  • Allocate and manage resources effectively to maximize efficiency and support project goals.
  • Coordinate with internal teams to streamline workflows, resolve conflicts, and achieve milestones.
  • Identify potential risks and implement mitigation strategies to prevent project delays or disruptions.
  • Establish and enforce quality standards to maintain the integrity and success of project deliverables.
  • Provide regular and comprehensive updates to stakeholders, highlighting progress, challenges, and solutions.
  • Maintain accurate project documentation and ensure timely submission of required reports to relevant parties.
  • Act as a central point of contact for addressing logistical or execution-related challenges and finding prompt solutions.
  • Support team members by providing training, guidance, and expertise to enhance overall project performance.
  • Collaborates closely with the project execution and logistics team in county to optimize delivery timelines by leveraging lessons learned and refining internal processes.
  • Establish communication with vendors, external stakeholders and recipients to streamline the delivery of goods, minimizing modifications and change orders. 
  • Oversee the transportation activities, including routing, scheduling, and shipment tracking.
  • Review and approve invoices and supporting documents for assigned projects.
  • Develop and implement standard operating procedures and templates for project supervision and logistics interactions with Ukrainian customs, SPARC suppliers, and beneficiaries.
  • Develop reports, participate in audits, and ensure timely follow-up on audit resolutions.
  • Provide support in the preparation of the Annual Report.
  • Oversee the distribution and final handover of goods, ensuring compliance with USAID regulations and preparing the necessary documentation.
  • Ensure proper branding of all items procured with USAID funding.
  • Meet regularly with teams to discuss project execution, logistics and other needs, develop timelines and execution plans.
  • Other related duties as assigned.

Required Qualifications

  • Master's degree in service management, logistics, engineering, business administration, or a related field.
  • Five years of relevant experience in high-value projects, logistics, supply chain, or operations, both within Ukraine and other countries.
  • Experience managing mid-sized teams (five or more members) in Ukraine.
  • Excellent organizational skills to meet deadlines.
  • Excellent communication skills, both oral and written.
  • Ability to manage a high volume of complex tasks and work in a fast-paced environment.
  • Problem-solving and solution-oriented mindset.
  • Proficiency in English.

Preferred but Not Required Qualifications

  • Experience with USAID or other donor-funded projects.
