Tetra Tech Inc.'s Disaster Recovery division is currently seeking a Program Manager with at least five (5) to ten (10) years of experience in grant funded disaster recovery including Community Development Block Grant - Disaster Recovery (CDBG-DR), CDBG Mitigation (CDBG-MIT), and FEMA program implementation to assist disaster survivors and their communities in recovering from disaster events. 

The Program Manager will work closely with a dynamic team of practice leaders, subject matter experts and project managers to implement federally funded programs across the U.S. The position will lead projects of their own, oversee staff, and provide assistance with the development of processes and management tools to optimize disaster recovery management. The ability to travel and/or relocate is required.  This is a Remote role. 

Management and SME Responsibilities

  • Provide expert technical assistance to the CDBG-DR and MIT existing and new requirements and regulations.
  • Collaborate with the Tetra Tech senior management to define and monitor staffing requirements for all functional supporting areas, such as grant management, finance/accounting, housing, infrastructure, and economic development for Tetra Tech CDBG-DR/MIT programs.
  • Oversee the efforts of assigned staff for Tetra Tech to ensure they carry out project-specific activities and meet project objectives.
  • Prepare project work plans, schedules, cost estimates and other planning documents to meet Tetra Tech and Client objectives and requirements.
  • Monitor project execution to ensure conformance with corporate procedures.
  • Monitor project execution to ensure compliance with all laws, regulation, and policies pertaining to CDBG-DR/MIT programs.
  • Design and Monitor project work records to ensure they are maintained and accessible to meet client needs and auditory requirements.
  • Ensure timely invoicing, accounts receivable tracking and the minimization of non-billable project costs.
  • Negotiate plans, schedules, and estimates within the financial limits of a project.
  • Maintain communication with clients and customer representatives to ensure satisfaction and to monitor supplemental work requirements.
  • Work with client(s) to prepare all compliance reports required by the program(s).
  • Interface with subcontractors to ensure action items are met in a timely fashion.
  • Communicate with senior leadership staff from Tetra Tech and clients, including elected officials.
  • Identify and resolve conflicts with the program.
  • Manage Tetra Tech staff assigned to projects as well as staff assigned by the client to a project.

Operational Responsibilities

  • Exercise normal supervisory responsibility with respect to subordinates, including those associated with performance appraisals, selection, and delegation of authority, work assignment and definition of areas of responsibility.
  • Responsible for the training and development of employees to increase their proficiency in satisfying current job requirements and enhance their potential for advancement to more responsible positions.
  • Provide leadership and direction setting for project staff to work as a cohesive team.
  • Ensure a positive and non-hostile work environment exist at all project sites.
  • Maintain knowledge of HUD grant programs to interact with clients (grantees and sub-grantees), federal agency representatives, peers, managers and project staff.

Required Qualifications

  • Bachelors' degree required.
  • Masters' degree from an accredited institution preferred.
  • Minimum of 5-10 years of applicable experience (consulting and/or experience in state or federal grantor agencies is preferred).
  • Working knowledge of federal grant programs, specifically HUD CDBG-DR/MIT grant programs, including related statutes, regulations, policies, and processes. A combination of industry experience and degree may be substituted.
  • Prior experience managing budgets and financials.
  • Ability to travel within the U.S. and U.S. territories, if requested.
  • PC, Microsoft Office Suite knowledge required with emphasis on strong Excel skills.
  • Ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems).

 

Requested Experience

  • Prior supervisory experience and demonstrated success managing teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.
  • Comfortable with public speaking
  • Ability to create and give presentations and contribute to marketing materials.
  • Working with and presenting to government officials and bodies of government.
  • Managing and coordinating with construction contractors and other vendors.
  • Reviewing and managing contracts, with a focus on risk management.
  • Familiarity with the compliance requirements for US HUD's CDBG-DR program, such as fair housing, Section 3, MWBE requirements, NEPA and environmental compliance.
  • Managing large amounts of data in federally compliant systems.
  • Leading staff and providing strategic direction with a focus on healthy production.
  • Managing processes for CDBG-DR/MIT invoice reimbursements.
  • Working knowledge of HMGP, Flood Mitigation Assistance, FEMA 404 and 406 funding.
  • Excellent written and verbal communication skills and good mathematical and/or financial skills.
  • Knowledge of database modeling and design, and development of protocols, processes, and procedures for developing databases and reports.

 

The ideal candidate will have program management experience with developing and implementing large-scale Community Development Block Grant - Disaster Recovery (CDBG-DR) programs for local, county, and/or state programs, and will also have experience with HUD Buyout and/or Acquisition programs. They will have experience implementing a housing program which includes rehabilitation, buyouts, and elevation as well as infrastructure and economic development programs.

 

You must be able to work both in a team environment and independently, have strong organization skills, be comfortable interacting with clients, be able to travel as needed to on site locations, have a flexible style, and be able to adapt quickly to changing priorities.
