In Ukraine, Tetra Tech implements the USAID Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. USAID ESP's mission is to enhance Ukraine's energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine's energy supply to support the country's economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. Position summary & job purpose:


Tetra Tech has an opportunity for a highly organized and detail-oriented Procurement Audit Specialist to join our Procurement Audit Team.  The successful candidate will play a crucial role in  supporting audit activities by planning site visits between ESP, Third Party Monitors (TPM) and recipient's, distributing/collecting documents, coordinating logistical support, provide translation services,  support/conduct on-site inspections, and perform additional tasks to enhance team productivity and effectiveness. This is a full-time position with the contract duration till the end of the Project's implementation (June 30, 2025).

Position responsibilities:

  • Work with procurement audit team on planning, coordinating, and scheduling site visits with stakeholders.
  • Support Third-Party Monitoring (TPM) field activities and notify recipients of scheduled TPM site visits.
  • Collect ana analyze data during site visits and from Third-Party Monitoring.
  • Work with other audit team members on verifying the existence and condition of assets, ensuring they are properly installed and used at recipient locations.
  • Liaise with internal and external stakeholders to monitor equipment installations and utilization at recipient locations.
  • Work closely with logistics, security, and other relevant teams to ensure proper coordination and execution of site visits.
  • Identify and report any discrepancies or issues found during site visits to senior audit team members for further review.
  • Travel with procurement audit members across various regions in Ukraine to verify delivered assets.
  • Provide language assistance to the procurement audit team, ensuring effective communication during field visits and meetings with recipients in different cities and oblasts in Ukraine.
  • Perform other duties as necessary to ensure the team's productivity and efficiency.

 Minimum qualifications:

  • Minimum 3 years of work experience preferably in engineering / asset inventory /internal audit.
  • University degree in Engineering, Quality Control, Quality Assurance (QA/QC) or any other related field acceptable by Tetra Tech.
  • Fluency in Ukrainian and English.
  • Effective communication, high integrity, and interpersonal abilities.
  • Detail-oriented and highly organized with the ability to manage multiple tasks simultaneously.
  • Proficient in Microsoft Office, analytics, and other relevant software applications.
