Project Summary

Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower Nigeria Activity. Building on a decade of Power Africa success, Empower Nigeria aims to reduce energy poverty by expanding access to affordable and reliable electricity in Nigeria.  Power Africa Empower Nigeria will focus on increasing electricity generation capacity, improving access to on- and off-grid electricity, and supporting Nigeria's national and state-level energy planning through four key strategic outcomes: addressing policy and regulatory challenges, enhancing transmission capacity, scaling the off-grid sector, and resolving liquidity issues within the electricity sector. 

Position Summary

Tetra Tech is recruiting an Enabling Environment technical lead that will report to the Deputy Chief of Party CLIN 1. Effective enabling environment reforms require coordinated changes in the four Sector Reforms Progression Model domains: market structure, legal and regulatory structure, sector governance, and private sector participation. The candidate will manage tasks and activities to support Enabling Environment Enhanced for Sector-Wide Impact and Improved Investment Opportunities initiatives under Outcome 1. This position is full-time. Interested candidates must be based in and eligible to work in Nigeria. In country travel may be required. 

Position Responsibilities

  • Managing Outcome 1 activities and a team of professionals, independent consultants and subcontractors in the engagement with key stakeholders related to Outcome 1 activities include, but are not limited to:  
    • Providing technical assistance and advisory services to Power Africa partners and government stakeholders in the electric utility domain, as well as in national and subnational government agencies.
    • Conducting relevant research such as on policy and regulations, roles and functions of institutions, and the cycle of planning – implementation – monitoring evaluation monitoring processes.
    • Implementing multi-stakeholder consultation processes to disseminate information, facilitate alignment of energy policy and plans, and improve coordination with EMPOWER NIGERIA counterparts.
    • Engaging with key stakeholders and implementing the activities and achieving the expected results as described in the Work Plan.
    • Conducting training and other capacity-building activities.
    • Producing and supporting the production of technical reports (studies, policy memo, assessment, analysis).
    • Act, in a proactive manner, to find opportunities that meet USAID's and the host government's expectations.  
    • Contribute to the program goals and Tetra Tech contractual objectives.
    • Identify opportunities to implement Gender Lens Investment and collaborate to advance other cross cutting activity objectives.
  • Supporting the senior management team in the design, development and implementation of the Work Plan requested by the client.
  • Providing the necessary information to support all requested reporting while adhering to the imposed timeline, milestone, and deadlines.  
  • Supervising the development of Terms of References, SOW, Job Description, or any technical work description necessary for Empower Nigeria to hire subcontractor, consultant or employees related to the reporting and communications work.
  • Supporting all budgetary exercise necessary for the project.
  • Participating in all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of reporting and communications.
  • Complying, and ensuring that the team complies, with any administrative, operational, and logistical procedures, processes, and requirements. 

Required Qualifications

  • Bachelor's degree and have relevant educational background in engineering, applied sciences, business, economics, development, or related fields.  
  • Seven years of experience and/or exposure in the process of energy policy design, planning, implementation, and related system of monitoring-evaluation-reporting.  
  • Strong knowledge and/or understanding of:  
    • Major energy related planning processes for the Energy Sector and electrification.
    • Energy sector reforms at the regulatory and institutional levels. 
    • Management of electricity markets, local and regional.
    • Tariff regulation.
    • Implication of the private sector in the electricity domain.  
  • Excellent written and verbal communications skills, including the ability to communicate complex information and deliver verbal and written messages effectively.
  • Fluency in both spoken and written English.  
  • Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams. 

Preferred but Not Required Qualifications

  • Existing working relations with the Ministry of Power, Transmission Company of Nigeria, project developers, banks/financial institutions, state governments officials, research and development and industry organizations.  
  • Familiarity with USAID procedures and practices for quality control, including monitoring.  
  • Knowledge and/or understanding on:  
    • Applied knowledge and experience with renewable energy technologies for electricity production and their integration with non-renewable energy technologies. 
    • Economic and financial analysis. 
    • Gender, equality and social inclusion development.
