Project Summary:

The USAID Justice Sector Support Project (JSSP) is a five-year program designed to support the Government of Armenia (GOAM) in establishing a more fair and equitable justice system and increasing public confidence in the rule of law. The Project activities advance the functional independence and effectiveness of the judicial branch by strengthening the efficiency and capacity of courts, relevant self-regulatory agencies, and educational institutions, as well as by facilitating multi-stakeholder oversight of the implementation of justice sector reforms. JSSP's efforts seek to advance academic and practical knowledge in specific areas of the law, aligning them with the ongoing judicial reform agenda. Specifically, JSSP is enhancing the capacity of university law schools and the Academy of Justice (AJ) to provide essential knowledge and improve the skills of their students and attendees. JSSP conducted a rapid training needs assessment of AJ course offerings. JSSP discussed the results of the needs assessment with the AJ, and in consultation with the AJ developed an assistance package for their improvement, with emphasis on building skills in adjudication through a practice-based approach that incorporates key elements of the training modules and resource materials. The agreed scope of the package of activities for the improvement of the AJ offerings includes the design and implementation of modern methodologies for adult teaching. Hence, JSSP will assist the AJ in developing and implementing a simulation methodology for training AJ educators. This methodology and manual are intended for AJ throughout its educational processes for evaluating trainees during exams.

Position Summary:

The National Simulation Methodology Expert for Adult Teaching at the AJ will provide expert support with updating and finalizing Simulation Methodology and Implementation Manual, designed for adult teaching at the AJ. The Expert will also develop simulation implementation manual and host Training of Trainers workshop for the AJ teaching personnel. The Expert will report to the Chief of Party (COP) of the project. Confirmation of the acceptability of the content of all the deliverables, as well as the authorization of disbursement of payment shall be undertaken by the Chief of Party. The JSSP Deputy Chief of the Party (DCOP) and designated JSSP personnel will serve as a primary point of contact. This is a short-term position with an expected level of effort of up to 25 days with the period of performance from 3 March 2025 to 2 May 2025. The Expert will not be required to be present at the JSSP's office and may work in their own office with coordinated meetings with designated JSSP personnel and the AJ.

 

Responsibilities:

  • Analyze relevant laws, regulations, international best practices, and any other documents necessary for understanding the structure and development of simulation methodology designed for adult teaching at judicial training institutions.
  • Conduct consultations with the AJ designated personnel and/or JSSP.
  • Review, analyze, update, and/or refer to the previously JSSP developed documents related to simulation methodology designed for adult teaching at AJ.
  • Prepare the Simulation Methodology and Implementation Manual for adult teaching at AJ.
  • Incorporate international best practices in the Simulation Methodology and Implementation Manual to ensure it is effectively tailored to the specific Armenian legal context and teaching needs.
  • Host Training of Trainers workshop for the AJ personnel on how to use the developed simulation methodology.
  • Submit deliverables, which are subject to be amended by USAID, and/or the JSSP team during the assignment.

 

Qualifications:

  • Master's degree in law is required. Ph.D. is preferred.  
  • Minimum three years of teaching experience at the law faculties or the AJ is required.
  • Strong understanding of the structure and functioning of the Armenian judiciary and AJ is required.
  • Ability to collaborate effectively with AJ personnel and incorporate their input/feedback in the final deliverables is required.
  • Understanding of the best international practices in adult learning and simulation-based course design is preferred.
  • Experience of using simulation exercises during teaching is preferred.
  • Analytical and problem-solving skills are preferred.
  • Collaborative and proactive approach to working with cross-functional teams in combination, with good communication skills are required.
  • Ability to work independently and in autonomous environment is required.
  • Fluency in English and Armenian is required.
