Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.    

Position Summary

Tetra Tech will mobilize energy efficiency investments in the commercial and industrial sectors and support initiatives that reduce energy consumption through conservation and technological advancements that will ultimately lead to lower costs for all energy consumers. Tetra Tech will seek to facilitate at least $1 billion in demand-side management investments, primarily from the private sector. Tetra Tech is looking for a suitable candidate to serve as Municipal Utilities Projects Expert under the SPARC Project. The Municipal Utilities Projects Expert will develop and support activities focused on reduction of energy intensity in the district heating and water supply and sanitation sectors. Candidates must be based in and authorized to work in Ukraine for the duration of the assignment. Travel within Ukraine and abroad may be required.

Position Responsibilities

  • Work closely with the Component 2 Deputy Municipal Lead and Component 2 Lead on the implementation and monitoring of activities for municipal utilities energy efficiency.
  • Support with assessment and planning of investment projects, energy efficiency improvements for municipal infrastructure systems.
  • Provide support or conduct energy audits for district heating and water supply and sanitation projects.
  • Support in preparation of pre-feasibility or feasibility studies for energy efficiency projects.
  • Provide technical consultations related to construction and/or modernization of municipal infrastructure systems, including boiler houses, district heating networks, heating substations, water supply pumping stations, water supply networks, wastewater treatment facilities etc.
  • Support with energy efficiency projects implementation to ensure compliance with applicable standards and guidelines.
  • Conduct technical trainings for stakeholders and represent SPARC in conferences, workshops, and other events.
  • Manage communications with stakeholders, participation in the project meetings and sub-component progress reviews. 
  • Support with preparation of annual workplans and progress reports.

Required Qualifications

  • Bachelor's degree in engineering, energy, or related field.
  • At least 8 years of experience in the energy or energy efficiency sectors.
  • At least 3 years of experience with assessment and preparation of energy efficiency projects for municipal utilities.
  • Knowledge of project management cycle and regulations of international financial institutions (e.g. World Bank, EBRD).
  • Experience in conducting energy audits or energy assessments for municipal utilities.
  • Excellent written and verbal communication skills.
  • Fluency in English and Ukrainian.

Preferred but Not Required Qualifications

  • Master's degree in engineering, energy, or related field.
  • Strong analytical skills; experience with preparation of technical data/inputs and reports.
  • Energy audits and/or energy management certification.
  • Knowledge of national and EU regulations related to district heating and water supply sectors.
  • Practical knowledge of EE best practices for municipal sector EE.
  • Experience working for USAID or other donor-funded projects.
