Project summary:

The United States Agency for International Development (USAID) awarded Tetra Tech the Sustainable Energy for Indonesia's Advancing Resilience (SINAR) project, which launched in January 2021 and runs through January 2026. SINAR seeks to advance Indonesia's development goals by expanding reliable and equitable energy services necessary for sustainable and inclusive economic growth. To achieve its objectives and contribute to Indonesia's Sustainable Development Goals and 2020-2024 National Medium Term Development Plan, SINAR focuses on 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation.                 

Position summary:

Tetra Tech has an opportunity for a Monitoring, Evaluation and Learning (MEL) Officer who will provide support in data collection according to the Activity, Monitoring, Evaluation and Learning (AMEL) plan.  Learn more about the SINAR project here. 

Position Responsibilities:

  • Support project staff to collect data according to Activity, Monitoring, Evaluation, and Learning (AMEL) Plan.
    • Assist MEL Manager in safeguarding the AMEL Plan: input on the document, review indicators and definitions, update progress on the USAID Platform (DIS), and provide reasons for discrepancies.
    • Support the MEL Manager in outlining data collection methods and strategies based on the AMEL Plan, and update progress data according to indicators assigned by the MEL Manager.
    • Arrange regular data check-ins with the SINAR team to ensure timely and accurate data collection as per the established plan, typically on a monthly and quarterly basis.
    • Support the MEL Manager in guiding and aiding the SINAR team with proper data collection techniques and tools outlined in the AMEL Plan.
  • Support MEL Manager in flow of information and knowledge from various technical components to the Strategic Programs component and maintaining and updating Tetra Tech Monitoring Platform (MRV).
    •  Manage MRV platform for monitoring of timelines, milestones, and deadlines, and inform Objective Lead of any deviations from the relevant Scope of Work (SOW) and deliverable schedule.
    • Develop and maintain a project roster, schedule, timeline, milestone, including assigning and monitoring timely completion of the project related activities.
    • Liaise with Objective team or designee to coordinate SINAR project activities
    • Work with all Objective team to establish, maintain, and update Project database.
    • Perform data entry tasks to ensure accurate and timely input of information into the project database and storage.
    • Monitor deliverable progress.
    • Organize and archives project correspondences and records consistent with the Project Configuration Management plan.
    • Validate the entered data to ensure consistency, reliability, and accountability.
    • Perform regular data cleaning to identify and rectify discrepancies, errors, and double claims.
  • Support data collection, storage, and analysis to ensure that all output documents and deliverables are complete and in compliance to the handover certificate (Berita Acara Serah Terima or BAST) to the Government of Indonesia, as stated in the Grants Implementation Agreement.
    • Support data collection, storage, and analysis processes to guarantee the completeness and compliance of all output documents and deliverables with the handover certificate (Berita Acara Serah Terima or BAST) to the GoI.
    • Providing updates and input to the Strategic Program Director and GoI Manager related to the deliverables and output for the BAST process
  • Line management responsibility
    • Monitoring Evaluation and Learning Manager

Required Qualifications

  • Bachelor's degree in business administration, project management, applied science, or a related field is preferred.

  • Minimum 3 years' experience and/or exposure in monitoring and evaluation / project development
  • Proficient in using Microsoft Office Suite, primarily Microsoft Project software

 Preferred, but Not Required Qualifications 

  • Indonesian national or current resident of Indonesia
  • Familiarity with USAID procedures and practices.
  • Problem solving skills; ability to find solutions with little oversight
  • Organizational, time management and project management skills
  • Command of Microsoft programs; ability to perform mail merges, create PowerPoints, create and manage Excel spreadsheets using complex data. Knowledge and ability in visual design software and production is a plus point.  
  • Competency managing video conferencing platforms (Zoom and Teams preferred)
  • Ability to run the data management system for monitoring, evaluation and reporting purposes.
  • Attention to detail and ability to know when to seek guidance and advice
  • Professionalism, maturity and a strong work ethic
  • Awareness of personal work styles in self and others
  • Adaptability and flexibility in times of shifting priorities

  • Office setting, domestic travel
