Project Summary

Scaling Up Resilient Energy (SURE (SURE II) is a seven-year global program that helps partner countries meet bold climate commitments by accelerating their transition to more affordable, reliable, and accessible energy. SURE provides a variety of services to help policymakers, utilities, and regulators plan, procure, and integrate renewable energy, modernize energy sectors, and create policies that enable sustainable energy markets to flourish. SURE also promotes an inclusive and just energy transition to accelerate social and economic progress that benefits more people. SURE partners with governments, power utilities, financial services institutions, and other institutions to provide access to leadership opportunities, quality forms of employment, finance, enterprise support, as well as products and services that enhance the inclusion or economic participation of women and girls in the energy sector. As more countries aim to achieve net-zero emissions by 2050 and reduce hazardous waste, SURE's Innovation Fund supports clean energy technology, energy efficiency innovation, and a circular economy for renewable energy equipment.

Position Summary

Tetra Tech is seeking a Monitoring, Evaluation, and Learning (MEL) Advisor to lead the implementation of the program's MEL plan and assess the impact and effectiveness of the program's activities.  This position will ensure proper monitoring, collection of data and quality assurance, contribute to USAID reporting and contribute to and promote adoption of innovation, emerging trends, and best practices in SURE activities. This position is full-time, and hiring is contingent upon USAID approval.  This position is full-time, with an initial fixed term of two years and hiring is contingent upon USAID approval.

Position Responsibilities

  • Manage the implementation of the project-level MEL plan to ensure all buy-ins and activities meet project level and mission specific performance indicators and update the plan periodically as required.
  • Integrate USAID guidelines into SURE activity MEL approaches, particularly USAID's Collaborating, Learning and Adapting (CLA) approach.
  • Lead on the initial design of MEL plans for new SURE activities in accordance with USAID guidelines, contract requirements, and activity-level scopes of work. This includes but is not limited to indicator and target selection and validation, MEL plan development, and data collection platform and tools creation.
  • Contribute to annual project reviews and work planning by advising on target setting and adjustment to MEL plans, conducting quarterly indicator performance including quantitative and qualitative progress analysis and working with activity leads to compile indicator data for project reports.
  • Support the design of data analytics and dashboards that present visualizations of the impact of SURE's project activities.
  • Design and implement training on MEL topics for SURE staff, ranging from MEL basics and data collection to data reporting and visualization.
  • Contribute to Tetra Tech's MEL thought leadership including participating in Tetra Tech's MEL community of practice for its energy projects, advising on improvements to Tetra Tech's approach for monitoring and tracking of data-driven and evidence-based results across its portfolio of energy projects implemented for USAID, MCC and donors and contributing to publications.

Required Qualifications

  • Master's degree in project management, energy, business administration, data analytics, or a related field.
  • 10 years of experience overseeing MEL processes in an international development context conducting in-depth quantitative and qualitative analysis on energy projects.
  • Experience in ensuring compliance with USAID ADS 203 as part of MEL design and implementation.
  • Experience in considering gender data disaggregates and integrating gender into MEL processes.
  • Deep knowledge and experience with MEL models, theories, and programs.
  • Literacy in designing and using online data collection, reporting, and analytics platforms.
  • Strong experience in facilitation and presentation of results and data.
  • Experience in transforming analysis into best practices, lessons learned, and knowledge-sharing products.
  • Ability to perform quantitative and qualitative collection and analysis of large sets of data.
  • Must be able to manage several tasks simultaneously and re-prioritize workload and team assignments as necessary to meet deadlines.
  • Fluency in both spoken and written English.
  • Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams.

Preferred but Not Required Qualifications

  • Proficiency in French or Spanish.
  • MEL experience on USAID-funded energy projects operating in multiple countries.
  • Competency in Geographic Information Systems applications for data analysis and presentation.
  • Ability to travel up to a third of the time to international field sites.
