Project Summary:
The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments, and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Under MENA MELS, the MSI team will conduct an evaluation of the USAID/Morocco Inclusive Socio-Economic Development Beni Mellal-Khenifra (ISED-BMK) and Marrakech-Safi (ISED-MS) projects. Both activities work to improve sub-national participatory governance and to increase inclusive economic growth opportunities and livelihoods, especially for women, youth, people with disabilities, and rural residents. The purpose of the evaluation is to assess the effectiveness of the innovative approach taken by the ISED activities in integrating economic growth and democracy and governance programming as a development catalyst.

Position Summary:
The ISED Evaluation Subject Matter Expert (SME) will support the Team Lead and other team members in carrying out all necessary tasks to complete the ISED evaluation. The ISED Evaluation SME will support the Team Lead in the document review, instrument development, and data collection planning process. The ISED Evaluation SME will ensure that the methodology is suited to the Moroccan context and operating environment. The ISED Evaluation SME will also participate in conducting data collection, in analyzing the data, and writing sections of the evaluation report. This is a short-term position expected to take place between December – June 2025.
Responsibilities:
- Identify and review research relevant to the evaluation research questions.
- Provide contextually relevant information on the intersections between democratic governance and economic growth in Morocco, participatory governance approaches, capacity strengthening of sub-national governance institutions, civil society organization (CSO) engagement, and livelihoods development, including entrepreneurship and workforce development.
- Participate in the development and revision of instruments.
- Coordinate and conduct data collection efforts including conducting key informant interviews and focus group discussions with stakeholders such as regional and local government officials, Directorate General for Local Governance authorities, grantee civil society organizations (CSOs), university partners, youth participants in entrepreneurship initiatives, and small businesses engaged by the project in consultation with the Team Lead.
- Examine data and contribute to report writing.
- Support the development and delivery of the evaluation presentation.
- Coordinate with the Team Lead and other team members.
Qualifications:
- Master's degree in international development, social sciences, business, economics, or other relevant field from an accredited institution required.
- Minimum 10 years of experience working on or researching topics including participatory governance, CSO engagement and capacity strengthening, workforce development, entrepreneurship, and inclusive development required.
- Minimum 10 years of experience in the MENA region preferred.
- Experience conducting evaluations of USAID-funded activities preferred.
- Experienced with gender and social inclusion (GESI) policies and best practices strongly preferred.
- Strong organizational, analytical, writing, and oral presentation skills required.
- Oral and written proficiency in English and Arabic required. Proficiency in French preferred.
