Proposal Summary: 

The Irregular Warfare Center Support Services contract will support the Irregular Warfare Center (IWC) under the Defense Security Cooperation Agency (DSCA). The contract will provide technical, academic, logistical, and administrative services to expand the IWC's curriculum, event development, and partnerships. Key objectives include aligning Department of Defense education on irregular warfare, facilitating research, engaging with governmental and non-governmental entities, and supporting interagency collaboration. The contract requires personnel with TS/SCI security clearance and spans a base year with two-option years. Please note this solicitation is currently in the proposal stage.

 

Position Summary:

The IWC SME-Specialist will serve as a key expert on irregular warfare (IW), strategic competition, and hybrid threats, providing technical expertise, research, training, and engagement support for the Irregular Warfare Center (IWC). This role will focus on analyzing, developing, and integrating IW concepts into DoD strategies, training curricula, and operational planning. The SME will work closely with IWC leadership, interagency partners, and international allies to expand the understanding of IW threats and counterstrategies.Additionally, the SME will contribute to curriculum development, war games, tabletop exercises, and strategic planning, ensuring that IWC programs are aligned with emerging global challenges. This position requires a deep understanding of resistance movements, gray zone activities, unconventional warfare, and defense engagement with allied partners. The SME will also play a crucial role in expanding IWC's community of interest, engaging with senior government leaders, academia, and defense professionals to foster knowledge-sharing and innovation in the IW field.

 

Responsibilities:

  • Serve as a subject matter expert in irregular warfare, supporting DoD, interagency, and international engagement efforts.
  • Conduct strategic research and analysis on IW threats, hybrid warfare tactics, and adversarial strategies.
  • Develop and deliver classified and unclassified briefings, white papers, and strategic reports to IWC leadership and stakeholders.
  • Support curriculum development and instruction, ensuring IW courses reflect the latest operational trends and lessons learned.
  • Assist in the planning and execution of wargames, tabletop exercises, and resistance strategy simulations.
  • Engage with senior DoD leaders, allied military personnel, and interagency partners to foster collaboration on IW challenges.
  • Provide expert advisory support to IWC programs, ensuring alignment with DoD policy objectives and strategic initiatives.
  • Conduct long-term analysis of IW threats, developing risk assessments and intelligence reports for IWC leadership.
  • Identify emerging technologies that enhance IW capabilities and provide recommendations for operational integration.
  • Manage and expand the Irregular Warfare Community of Interest (IWCOI), facilitating engagement with academia, think tanks, and international defense experts.
  • Support conference planning, workshops, and senior-level IW discussions, serving as a panelist or keynote speaker when needed.
  • Assist with Center communications with U.S. Diplomats, Defense Attaches, Military Group Leadership at U.S. Embassies, NGOs, and Think Tanks in 120 plus countries.

 

Qualifications:

  • Master's degree in National Security, International Relations, Military Studies, or a related field preferred. Bachelor's degree in related field.  
  • 10+ years of experience in special operations, intelligence, or irregular warfare policy.
  • Extensive knowledge of gray zone conflict, resistance strategies, and hybrid warfare.
  • Experience in DoD planning, operational strategy, and interagency coordination.
  • Demonstrated ability to develop and implement training programs for military and government audiences.
  • Proven experience working with classified and open-source intelligence to inform IW strategy.
  • Familiarity with IW data, ability to conduct long-term analysis
  • Understanding of social scrapping and AI/ML techniques a plus.
  • Strong public speaking and writing skills, with experience briefing senior leaders and contributing to DoD policy discussions.
  • Familiarity with joint, interagency, and multinational training environments.
  • Ability to travel internationally as required.
  • Active or eligible for TS/SCI or Secret. NACI depending on specific role.
