Proposal Summary: 

The Irregular Warfare Center Support Services contract will support the Irregular Warfare Center (IWC) under the Defense Security Cooperation Agency (DSCA). The contract will provide technical, academic, logistical, and administrative services to expand the IWC's curriculum, event development, and partnerships. Key objectives include aligning Department of Defense education on irregular warfare, facilitating research, engaging with governmental and non-governmental entities, and supporting interagency collaboration. The contract requires personnel with TS/SCI security clearance and spans a base year with two-option years. Please note this solicitation is currently in the proposal stage.

 

Position Summary:

The IWC Instructor will provide academic support and curriculum development for irregular warfare education and training. The instructor will play a crucial role in developing tailored coursework, including  TILT-C, NRAC and CDAD to enhance DoD and interagency understanding of irregular warfare strategies, tactics, and operational concepts. This position will also involve training military and civilian personnel, refining instructional methodologies, and integrating real-world case studies into course materials to enhance learning outcomes. Additionally, the Instructor will engage in research efforts to keep course content aligned with evolving threats and doctrinal updates.

 

Responsibilities:

  • Develop and deliver curriculum on irregular warfare, strategic competition, and related topics.
  • Instruct senior DoD, interagency, and allied personnel in classified and unclassified settings.
  • Tailor course materials to meet emerging and future irregular warfare threats.
  • Conduct research and integrate lessons learned into course development.
  • Support engagement efforts with academic institutions and international partners.
  • Collaborate with subject matter experts to continuously update and refine educational content.
  • Implement best practices in instructional design to improve the effectiveness of training programs.
  • Provide mentorship and guidance to students to foster deeper understanding and practical application of course material.

Qualifications:

  •  Bachelor's degree. Master's degree in National Security, International Relations, or related field.
  • 10+ years of experience in irregular warfare, military operations, or defense education.
  • Experience instructing DoD personnel and international military professionals with a concentration on irregular warfare.
  • Experience developing tailored curricula and training modules to a wide variety of audiences.
  • Experience identifying training gaps and educational shortfalls through the assessment of existing curricula.
  •  Strongly familiarity with teaching and evaluating courses for TILT-C, NRAC and CDAC.
  • Supervisory skills and ability to mentor junior instructors, researchers or curriculum developers.
  • Strong analytical and research skills to adapt training content based on current operational trends.
  •  Experience working in joint, interagency, or multinational training environments.
  • Strong public speaking skills and experience facilitating and participating in discussions.
  • Strong understanding of concepts including comprehensive defense applications; national resilience or resilience; transformational irregular warfare leaders.
  • Must possess a Top-Secret Clearance.
