Project Summary
Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower Nigeria Activity. Building on a decade of Power Africa success, Empower Nigeria aims to reduce energy poverty by expanding access to affordable and reliable electricity in Nigeria. Power Africa Empower Nigeria will focus on increasing electricity generation capacity, improving access to on- and off-grid electricity, and supporting Nigeria's national and state-level energy planning through four key strategic outcomes: addressing policy and regulatory challenges, enhancing transmission capacity, scaling the off-grid sector, and resolving liquidity issues within the electricity sector.
Position Summary
Tetra Tech is recruiting a Human Resources Manager to provide advice and lead on recruitment, employee relations, employment law, benefits, policies, procedures, and immigration in compliance with Tetra Tech policies, local labor law and USAID regulations for a project office in Nigeria. This position is full-time. Interested candidates must be based in and eligible to work in Nigeria.
Position Responsibilities
- Provide guidance to the project's management on the application of Nigeria employment laws, employee agreements and policies, collaborating with external legal support as required.
- Draft and issue the employment agreements, amendments/updates of employment, employee handbook, hiring documents and other project specific policies and procedures in coordination with Home Office (HO)Senior Project Operations Manager, Contracts and HO HR teams.
- Research and respond to inquiries involving benefits including salary benchmarking and other HR related matters for Nigeria and oversee various benefits plans - including various leave types and health insurance plans.
- Ensure compliance with various in-country labor laws and the project's employee handbook through education, enforcement, and required updates.
- Support on immigration matters for project staff as needed.
- Establish and maintain positive working relationships with managers and team members; advise and support project staff and managers on employee relations matters; and collaborate with HO HR to respond to and investigate claims of ethical, grievance and unlawful concerns.
- Manage the full cycle recruitment process for all project staff and manage onboarding process for project new hires.
- Support performance review process and professional development and manage disciplinary action/ performance improvement plan process in collaboration with HO HR.
- Manage employee departure process and ensure compliance with in-country labor laws.
- Communicate to employees on HR related topics.
- Assist with other HR tasks assigned.
Required Qualifications
- Bachelor's degree in human resources management or related field.
- Six years of human resource management experience in Nigeria including recruitment, performance management, employee relations, and compliance.
- In-depth knowledge of HR laws and regulations in Nigeria, including employment contracts and benefits.
- Experience in managing employee relations.
- Excellent writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively.
- Fluency (speaking, listening, writing, reading) in English.
- Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams.
Preferred but Not Required Qualifications
- HR certification.
- Prior experience working in USAID or other donor funded projects.
- Experience with work permits and visa requirements for West Africa.
