Position Summary:
The Human Resources (HR) Manager will be the primary focal point for all human resource-related matters and be responsible for human resources of the office. The position will be based in Port-au-Prince, Haiti.
Responsibilities:
- Manage recruitment, including posting vacancy notices online in compliance with Ministry of Labor requirements, filtering CVs, arranging interviews with potential candidates, and maintaining all relevant documentation.
- Manage staff compensation, benefits, training, retention, and employee relations.
- Disseminate and train on HR policies and procedures and ensure they are consistently administered and enforced in line with the MSI goals, compliance with local and federal regulations.
- Manage and lead coaching, counseling, advice, and risk assessment on HR/employee-related issues for staff.
- Administer annual performance management and merit processes, including coaching, and documentation.
- Manage employee leave and employee time record processes.
- Liaise with the Ministry of Labor on key personnel issues requiring their attention in coordination with MSI senior management.
Qualifications:
- Bachelor's degree in public administration, human resources, or another relevant field required. Master's degree is preferred.
- Minimum five years of experience working in project human resources management for NGOs required.
- Experience maintaining professional relationships with local counterparts, beneficiaries, contractors, suppliers, other international organizations, as well as local and national authorities is required.
- Strong knowledge of international donor requirements is required.
- Knowledge of USAID policies and business practices and direct experience managing the administration of a USAID-funded project are required.
- Advanced knowledge of all Microsoft Office programs such as Word, Access, Excel, PowerPoint, Outlook and FrontPage.
- Proficiency in French is required. Proficiency in English is preferred.
