Project Summary:

PRO-telligent supports the U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) plans to fund a Justice Sector Assistance Program (JSAP) in the West Bank. It will focus on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions and security agencies.

Position Summary:

The Human Resources (HR) and Procurement Coordinator will be responsible for coordinating with Pro-telligent Headquarters (HQ) HR team in the recruitment and selection of staff, and administration of the HR processes for personnel and consultants. The position will also coordinate with the Senior Director of Operations on all procurement items for the program. The position will ensure that procurement processes, procedures, planning, and workflow are carried out in accordance with the agreements on grant activities, implementation plans, MSI policies, and donor standards. This position will report to the Senior Director of Operations and will be based in Ramallah.

 

Responsibilities:

  • Support recruitment plan for personnel in coordination with the Senior Director of Operations.
  • Conduct initial orientations and provide induction agendas to members of the team.
  • Develop and implement a communication and action plan to resolve personnel conflicts.
  • Facilitate and develop a plan to build the capacities of local team members.
  • Support the programmatic teams with Biodata analysis to hire consultants.
  • Organize and maintain the HR files.
  • Monitor the asset inventory of the program, including transfer of property, disposition plan, and any other specific use.
  • Support the program by advising on matters relating to labor and legal requirements.
  • Coordinate and maintain an up-to-date list of all the procurements under the project, ensuring that all activities of the program team are running efficiently and in a timely manner and keeping with implementation plan times.
  • Support the preparation of documents such as Memoranda of Negotiation (NM) and Justification & Approval (J&A).
  • Ensure that all procurement processes are carried out in accordance with USAID standards, procedures, and specifications established for the program and with transparency from the community perspective.
  • Ensure that these processes are documented in accordance with USAID standards and that recruitment selections are the most reasonable, fair, expeditious, and appropriate under the Procurement Field Guide.
  • Review and approve the disbursement request, and all supporting documents, before the process leader submits it for signature of the Deputy Chief of Party (DCOP).
  • Carry out procurements to support Specialists when required while maintaining a large workflow.
  • Review and update the Procurement Manual to suggest clarification to the purchasing process, for approval of HQ.
  • Identify and incorporate ways to improve the efficiency and effectiveness of the procurement processes of the program.
  • Participate in all relevant team meetings.

 

Qualifications:

  • Bachelor's degree in business, organizational development, or public administration required.
  • Minimum three years of experience doing similar work in support of projects required.
  • Experience with US State Department or another donor funded projects preferred.
  • Experience training and/or delivering technical assistance in procurement to local NGOs/CSOs and other beneficiaries preferred.
  • Knowledge of local labor law and how it affects program personnel processes required.
  • Knowledge of procurement and/or logistics management and knowledge of US State Department procurement policies and procedures is preferred.  
  • Strong communication, adaptability, proactive problem-solving, service-oriented, interpersonal, organizational, and time management skills required.
  • Advanced Microsoft Office Suite skills, such as Word, Excel, and Outlook required.
  • Ability to work effectively and collegially under pressure in a stressful environment and with colleagues from different backgrounds required.
  • Ability to travel to project implementation locations preferred.
  • Fluency in Arabic and proficiency in English required.
