Project Summary:

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project will provide support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data will be analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:

The Human Resources (HR) Manager will play a strategic role that involves providing input for effective planning and management within the MEASURE office in Ukraine. Reporting directly to the Operations Manager, the HR Manager will oversee all HR functions and work closely with project staff and partner organizations to contribute to the success of MEASURE.

 

Responsibilities:

  • Support the Operations Manager in ensuring the efficient staffing and operations of the MEASURE office in coordination with Headquarters (HQ) and project staff.
  • Advise on project HR matters, taking into account Ukrainian labor laws, USG regulations, and MSI policies.
  • Overseeing the program's administrative systems, processes, and resources, ensuring compliance with best practices and relevant regulations.
  • Managing the recruitment process, which involves posting vacancy notices online, reviewing CVs, scheduling interviews with potential candidates, coordinating interview questions and feedback, and maintaining all documentation related to the process and candidate information.
  • Plan and conduct orientation and induction programs for all new staff members, ensuring they are familiar with MEASURE's policies and procedures.
  • Overseen staff training when necessary to support employee development.
  • Collaborate with the MSI HQ team in finalizing staff agreements and contract extensions.
  • Work with the Accountant to ensure accurate payroll processing and adherence to MEASURE's staff timesheet procedures.
  • Manage local employee benefits and ensure all MSI employees have appropriate health and insurance coverage.
  • Administer annual performance management and merit processes, including coaching and documentation.
  • Perform other tasks assigned by the Operations Manager and Field Team Leader.

Qualifications:

  • Bachelor's degree in personnel management or related fields is required. Master's degree preferred.
  • Minimum three years of relevant experience required, preferably at a multinational company.
  • Experience with donor-funded projects in Ukraine or USAID/USG-funded projects is preferred.
  • Experience in recruitment and hiring processes, staff performance evaluation.
  • Strong understanding of employment laws and regulations.
  • Strong communication and interpersonal skills to effectively interact with all levels of staff and consultants, international personnel.
  • Ability to work in an organized manner, meet deadlines, and work both individually and in a team.
  • Strong written and spoken communication skills English is required. Proficiency in Ukrainian is highly desirable.
