Fiji Program Support Facility

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia's aid programs including health, education, infrastructure, disaster resilience and governance in Fiji. The Facility also supports the Australia Awards in Fiji and Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability and social inclusion, climate change and disaster risk reduction across its sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

Key responsibilities

  • Lead the Facility's infrastructure portfolio, including the setting of strategic direction in line with the priorities of DFAT and the Government of Fiji.
  • Oversee the planning, design, and execution of infrastructure projects, ensuring they meet time, budget, and quality standards.
  • Manage the Colonial War Memorial Hospital Master Planning Project, Cyclone Recovery Program, and other emerging infrastructure projects.
  • Provide technical guidance and oversight on risk management, quality assurance, and regulatory compliance.
  • Oversee or directly manage procurement of services for architects, project management, building services consultancy and construction works, including tendering, evaluation, negotiations with preferred contractor/s, reporting and contracting of the selected contractors in line with the Commonwealth Procurement Rules
  • Oversee program management functions, resource allocation, risk management, and compliance with relevant laws and standards including promoting sustainable practices and supporting counterpart Ministries in skill and system development for project management and infrastructure planning, along with other duties as assigned by the Facility Director.

Selection criteria

  • Bachelor's degree in project management, International Development, Civil Engineering, Construction Management, or a related field; advanced degree preferred.
  • Minimum of 15 years of experience in project management, with a focus on identifying, mitigating and managing risk for large-scale, complex projects.
  • Proven experience in senior program management, including planning and implementation for results, leadership of teams (team building, motivation, capacity building and performance management) of national and international staff of diverse backgrounds and varying competencies, financial management, reporting and work planning.
  • Strong experience in program performance monitoring, evaluation and learning (MEL) consistent with DFAT's Aid Strategy Monitoring and Evaluation requirements.
  • Experience working and delivering results in an Australian Government-funded project
  • Excellent stakeholder engagement and communication skills, with experience managing relationships with government entities, community groups, and other key stakeholders.
  • Demonstrated experience in mainstreaming gender equality, child protection, disability and climate change/disaster risk reduction in program implementation.
