Project Summary:
The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Additional information on the MENA MELS Project is available here. Under MENA MELS, the MSI team will conduct an update to the 2020 USAID/Libya Gender Analysis. The objective of this study is to analyze gender-related inequalities and disparities in Libya and identify any changes in constraints and opportunities by sector, geographic region, and population groups, and identify best practices and successes that could be replicated or expanded by USAID/Libya. Recommendations from this gender analysis are intended to contribute to the further integration of gender-focused principles and approaches in USAID/Libya's current and future development assistance programming.

Position Summary:
The Gender Researcher will support the team lead in carrying out all necessary tasks to complete the assignment. The Gender Researcher will support the team in data collection planning and in-person data collection and may also contribute to reviewing literature, conducting interviews, and drafting sections of the evaluation report. The assignment is likely to last two months, from June 03, 2024 through July 31, 2024, and include an estimated level of effort of approximately 25 days.
Responsibilities:
- Participate in the desk review and design of data collection tools.
- Identify additional secondary materials to review and Libyan stakeholders who should be interviewed.
- Support data collection planning, including ensuring that data collection instruments are translated.
- Participate in data collection, including taking extensive notes during primary data collection and/or conducting key informant interviews.
- Coordinate with the team lead, including doing regular check-ins.
Qualifications:
- Bachelor's degree in gender studies, social sciences, international development, or a related field is required.
- Minimum five years of experience in conducting desk reviews, key informant interviews, or data collection is required.
- Experience conducting gender analyses is required.
- Experience working with USAID is preferred.
- Ability to work well as part of a team required.
- Ability to communicate technical information clearly and effectively with professionals required.
- Strong organizational, time management, interpersonal, communication, qualitative, and analytical skills required.
- Oral and written proficiency in English and Arabic is required. Proficiency in French is preferred.
