Project Summary:

The USAID/North Macedonia Partnership Against Corruption (PAC) activity intends to partner with the Government of North Macedonia to identify common priorities and co-create and co-invest in activities that strengthen national-level systems to reduce institutional vulnerabilities to corruption and for the government and other anti-corruption entities to take action to address corruption when it occurs.

Position Summary:

The Forensic Audit Capacity Expert will prepare and deliver Forensic Audit training for the State Audit Office (SAO) in North Macedonia. The training will enhance SAO's professional capacities in the forensic audit approach and prepare a methodology for prevention and conducting investigations for in-depth detection and response to fraud, corruption, asset misappropriation, financial statement fraud, embezzlement, or other financial crimes. For this engagement, the assignment period is expected to be from February 2025 until May 2025, with expected Level of Effort (LOE) of approximately 45 days. Travel to Skopje is required for this role.

 

Responsibilities:

  • Develop a work plan, including a tentative timeline for task implementation during the engagement.
  • Develop a forensic training curriculum with specific modules, covering the following areas: stages of the forensic audit process, preconditions, and qualifications to become a forensic auditor, forensic audit methodology and audit toolbox, leveraging technology in forensic engagements, case studies and practical application with examples of a forensic audit case.
  • Organize a four-day forensic audit training course for 120 auditors, with practical examples for implementing the specific toolbox and audit guidelines.
  • Prepare and deliver a three-day Training of Trainers (ToT) in forensic audit for at least 20 auditors.
  • Prepare Forensic Audit Guidance Document with Forensic Audit toolbox with specific forensic audit checklists.
  • Prepare Technical specifications for forensic audit software application with accompanying hardware.
  • Prepare final report in the English language.
  • Provide certificates and a digital badge for all participants for attending the forensic audit training and ToT.

 

Qualifications:

  • Bachelor's degree in economy, business administration, legal affairs, or ICT area is required. Master's degree is preferred.
  • Minimum 10 years of experience in the area of fraud investigations and/or fraud audit is required.
  • International certification such as Certified Fraud Examiner, Certified Forensic Auditor, or Certified Forensic Investigator is required.
  • Experience participating in minimum five fraud audits or fraud investigations in EU countries as a team member is required. Experience participating in two audits or investigations in EU countries as a Team Leader is preferred.
  • Minimum one professional bodies or organizations membership in the area of forensic audit is required.
  • Strong analytical and problem-solving skills are required.
  • Fluency in English is required.
