Project Summary
Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower West Africa Program. Building on a decade of Power Africa success, Empower West Africa aims to close the energy poverty gap in the region by increasing the supply of and access to affordable, reliable, and sustainable electricity. By 2029, Empower West Africa aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary
The Finance Specialist will report to the Senior Finance Manager and play a collaborative role in managing the finance, accounting, and payroll activities of the Empower West Africa Program. This position involves ensuring compliance with USAID regulations and Tetra Tech's financial policies while supporting the overall financial health of the project. This position is full-time, and hiring is contingent upon USAID approval. Interested candidates must be eligible to work in Ghana.
Position Responsibilities
- Collaborate with the Senior Finance Manager to establish and maintain a financial and administrative system that complies with all USAID rules and regulations, while aligning with Tetra Tech's policies and procedures.
- Manage the monthly accounting cycle, including bank account monitoring, reconciliation, and the timely payment of income taxes and social security contributions, coordinate VAT relief requests with USAID.
- Maintain foreign tax records and prepares required monthly and annual tax reports for review by Senior Finance Manager.
- Record transactions in QuickBooks on a daily basis, ensuring compliance with accounting principles.
- Collect, organize, and maintain supporting documents and prepare monthly accounts documentation, including vouchers and reconciliation reports per Tetra Tech's accounting procedures and deadlines, for the Senior Finance Manager's review and approval.
- Provide information to the accounting firm to process regular payroll, including new joiners, leavers, timecards, salary increases, etc.
- Support the Senior Finance Manager in overseeing finance and treasury responsibilities, including budgeting, cash management, financial reporting, and monthly/quarterly forecasting for senior management and USAID.
- Work closely with program staff to ensure compliance and provide guidance for proper documentation and coding of activity costs.
- Verify compliance with USAID regulations and review staff expenses according to personnel and operations policies, including review for allowability and billability, in coordination with Senior Financial Manager.
- Coordinate with the Senior Finance Manager to prepare monthly funding requests, quarterly accrual reports, and other necessary documentation.
- Perform any additional duties assigned by the Senior Finance Manager that align with the role's objectives.
Required Qualifications
- Bachelor's degree in finance management, accounting, or another related field.
- At least five years of professional experience in finance and/or accounting.
- Experience working with USAID, or other donor-funded projects in West Africa.
- Extensive knowledge of Microsoft Excel and Proficiency in Microsoft Word and PowerPoint.
- Extensive experience with QuickBooks accounting system.
- Strong interpersonal and communication skills.
- Ability to maintain confidentiality.
- Fluency in writing and speaking in English.
Preferred but Not Required Qualifications
- Experience working in the energy sector
- Professional proficiency in French
