This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

 Position responsibilities

Tetra Tech has an opportunity for a Finance Specialist who will be responsible for the timely provision of financial support to all program financial and accounting activities and for the implementation of financial systems, procedures, and policies. The Finance Specialist will ensure coordination and effective sharing of information and resources within the department. The Finance Specialist will work cooperatively with the project Finance Director, employees, short-term consultants, and partner organizations to contribute to the success of the program. This position will report to the Finance Director and work closely with the entire project team to plan, coordinate, and track program support services and activities. This is a full-time position for the period of 1 year with the possibility of an extension for another term. Learn more about the here.

 Position responsibilities

  • Liaise with short-term consultants to execute payment calculations, prepare acts of acceptance in a timely manner, and collect all backup documentation.
  • Main point of contact working with SPARC staff on preparing and submitting Travel Authorization Requests and travel Expense Reports while ensuring a full package of supporting documents is provided.
  • Maintain local SPARC staff business travel tracker.
  • Prepare vouchers for reporting.
  • Proactively identify errors and/or missing documentation to ensure compliance with financial documentation.
  • Keep maintenance of a system for filing and archiving of all relevant financial documentation related to Subcontracts, Operations, and Shor-Term Consultants transactions, including scanning accounting documentation. Making sure the originals are provided after closing the financial period.
  • Assist with occasional auditing of expenses, bank deposits, issuing payments to vendors, as well as ensuring proper stewardship and accounting of funds for program activities and operations.
  • Assist the Accounting Manager with reporting relevant supporting documents on the procured assets.
  • Provide backup with preparing payment requests for Operations and Procurement departments, ensuring that all backup documentation and approvals are available for transactions.
  • Provide backup with online bank payment orders, after ensuring that all supporting documentation and approvals have been verified.
  • Cover for other Finance team members as assigned by the Finance Director.
  • Performs other tasks assigned by the Finance Director, Deputy Chief of Party – Operations or independently which are in line with his/her qualifications, the scope of work, and the general SPARC requirements.

 Minimum qualifications

  • Bachelor's degree, preferably in Accounting, Finance or Business Administration.
  • Minimum three (3) years of relevant experience.
  • Prior experience with USAID-funded projects is strongly preferred.
  • Demonstrated an in-depth knowledge of administrative systems.
  • Highly motivated, energetic, independent, self-starter, with strong customer service orientation.
  • Highly organized with keen attention to detail and the ability to prioritize multiple responsibilities.
  • Proficiency in computer applications including MS Office: Word, Excel.
  • Strong communication skills – both oral and written.
  • Fluency in English, Ukrainian, and Russian required.

Physical demands & work environment

  • Possible occasional business travels.
