Project Summary:

PRO-telligent supports the U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) plans to fund a Justice Sector Assistance Program (JSAP) in the West Bank. It will focus on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions and security agencies.

Position Summary:

The Finance and Administration Assistant (FAA) will provide support to financial, compliance and administrative areas. The FAA will ensure that accounting, budgeting, and financial activities are carried out in a manner consistent with the objectives of the project, and in compliance with local laws, USAID regulations and Tetra Tech and PRO-telligent policies and procedures. The FAA will ensure that all administrative requirements are operating to support the program. This position will be supervised by the Senior Director of Operations and is based in Ramallah.

 

Responsibilities:

  • Work closely with Headquarters (HQ) Project Management Team (PMT), Chief of Team (COT) and Senior Director of Operations to support the project financial systems.
  • Support the overall administration, financial, and compliance of the JSAP project.
  • Ensure availability of funds through request to the HQ PMT, manage and reconcile any differences with local currency bank accounts.
  • Ensure proper management of the financial resources of the program, and that accounting and finance actions are compliant with MSI and USAID policies and regulations.
  • Review all payment documentation and verify information prior to approval, signature of the COT, and payment processing.
  • Work with the relevant government institutions (e.g., Social Insurance Office and Tax Department) and other stakeholders to ensure that all required documents are accurate and updated and compliant with the up-to-date local regulations and laws governing taxes, contracts, administration, and accounting.
  • Support and monitor requests for funds to HQ for the implementation.
  • Support finance team to remain compliant with local accounting laws.
  • Monitor final payments for labor contracts under local law requirements.
  • Ensure compliance of the program's policies and procedures actively.
  • Translate relevant documents from English to Arabic and Arabic to English as needed.
  • Perform other tasks as requested by the Senior Director of Operations.

 

Qualifications:

  • Bachelor's degree in finance, business administration, or related field is required.
  • Minimum three years related experience working in project financial and administrative management required.
  • Experience managing the finances and administration of a US State Department-funded project are required.
  • Knowledge of US State Department policies and business practices required.
  • Familiarity with project finance management, including financial controls, accounting, auditing, as well as reporting on accruals, pipelines and expenses required.
  • Advanced knowledge of all Microsoft Office Suite programs such as Word, Access, Excel, PowerPoint, and Outlook required.
  • Strong communication, adaptability, proactive problem-solving, service-oriented, and interpersonal skills required.
  • Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds required.
  • Fluency in Arabic and proficiency in English required.
