Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support.

Position Summary:
The Evaluations Specialist will report to the Deputy Chief of Party (DCOP) or as designated. The Specialist will manage consultants and subcontractors and will work with key stakeholders such as implementing partners (IPs), and USAID staff. The Specialist will provide expert technical inputs to design and implement evaluations, studies and assessments to include data collection methodologies, data analysis and data quality control in the areas of health, education, economic growth, democracy and governance and others. The Specialist will also help strengthen performance monitoring and learning within USAID and its partners. This position will support training of Mission staff and IPs on MEL concepts, processes, tools and systems. Working with the Senior Team including the Chief of Party (COP), DCOP, and Senior Officers, the Specialist will help prepare MozMEL's end of intervention reports, and document the depth and breadth of project achievements and innovations over the life of the intervention. This is a full-time position based in Maputo with travel as needed.
Responsibilities:
- Provide expert technical inputs including quantitative and qualitative methods in performance monitoring, evaluations, assessments and special studies to the Mission, IPs, local organizations, and government partners to plan and conduct evaluations, studies, and assessments.
- Coordinate all resources allocated to an intervention to include consultants and subcontractors.
- Design and manage data collection and analysis and related tasks as assigned on specific interventions, including report writing.
- Support the Senior Officers with the design and knowledge management and learning processes.
- Contribute to the conceptualization, design, and facilitation of in-person and remote training, mentoring, and technical assistance in various formats to enhance MEL skills and practices for staff from the Mission, IPs, local organizations, and government.
- Lead the assessment of IP's MEL systems in preparation for additional training/capacity strengthening.
- Identify tailored solutions to increment MEL capacity and management of performance indicator tracking systems/databases for IPs.
- Promote the use of technological innovations when conducting monitoring, such as tablets, smartphones, etc., particularly for local and small IPs.
Qualifications:
- Minimum bachelor's degree in the field of medicine, public health, international relations, economics, political science, public policy, statistics, and/or other relevant fields is required. Academic or professional training in baseline and evaluation design and implementation, including data collection and analysis is preferred.
- Minimum four years of progressive experience in the design and management of data quality assessments, data collection, analysis, and reporting is required.
- Experience in providing program coordination to include management of scope, budget, timelines, resources, etc. is required.
- Experience coordinating data collection exercises is required.
- Experience in working in or with the Mozambican National Health System is preferred.
- Experience working with USAID funded projects is preferred.
- Familiarity with a diverse set of programming such as health, agriculture, education, or governance required.
- Familiarity with USAID standard indicators is preferred.
- Strong knowledge of health is required.
- Knowledge of gender sensitive research processes and methods is preferred.
- Proficiency and experience using Microsoft Excel or other data analysis software is required.
- Fluency in Portuguese and English is required.
