Project Summary:

MSI is implementing the Philippines, Pacific Islands Papua New Guinea and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Evaluation Team Leader will oversee all aspects of the Final Performance Evaluation of the RESILIENCE Activity, ensuring alignment with USAID objectives, delivering high-quality outputs, and advancing learning practices in FSM, RMI, and the Pacific Islands. This role will ensure the completion of deliverables in a timely manner and in the form and substance acceptable to USAID. This evaluation will provide USAID/Pacific Islands with an analysis and strategic recommendations on the effectiveness of the RESILIENCE and the two IMPACT projects in building local disaster management capacity in the Federated States of Micronesia (FSM) and the Republic of Marshall Islands (RMI), particularly in responding to the COVID-19 pandemic. Under RESILIENCE, the performance evaluation will also include an assessment of the reconstruction assistance provided under the Typhoon Wutip Reconstruction Program.  The results of the evaluation will provide USAID/Pacific Islands and USAID/BHA with improved understanding on the performance of that component of work including the capacity development provided to various host government organizations and community groups in terms of their disaster management practices. These results will inform the designers and management on how best to prepare any follow-on projects or extensions.

 

Responsibilities:

  • Oversee all aspects of the evaluation in close coordination with the PIMMELA Activity Manager and USAID.
  • Lead the evaluation team at all stages of the evaluation process, ensuring timely completion of deliverables and addressing technical concerns raised by PIMMELA or USAID.
  • Design and implement evaluation activities, including desk reviews, synthesis reports, participatory workshops (e.g., Findings and Recommendations Workshops), and primary data collection activities such as surveys, FGDs, and key informant interviews (KIIs).
  • Apply a whole-of-project evaluation approach to comprehensively assess the results and emerging impacts of RESILIENCE and the two IMPACT projects, ensuring alignment with USAID's objectives.
  • Ensure integration of technical findings related to emergency response and reconstruction, including structural evaluations, into the overall evaluation framework, in collaboration with the Emergency Response and Reconstruction Specialist.
  • Ensure the accuracy, consistency, and completeness of data gathered from internal and external sources, as well as the field.
  • Conduct rigorous analysis of quantitative and qualitative data, ensuring triangulation of findings to meet USAID's standards of rigor.
  • Prepare and deliver interim briefings on fieldwork progress and the final evaluation work plan to USAID and other stakeholders.
  • Lead the presentation of initial evaluation findings, conclusions, and recommendations in debriefings with USAID and IPs.
  • Write and submit the draft evaluation report, incorporating findings, conclusions, and recommendations.
  • Revise and finalize the report based on feedback from USAID and PIMMELA.
  • Co-facilitate and provide technical input during the learning event/workshop with USAID, IPs, and other stakeholders to promote utilization of findings and share actionable recommendations.

 

Qualifications:

  • Master's degree in development studies, public policy, economics, disaster management, or related social science fields is required.
  • Minimum seven years of experience conducting evaluations, assessments, or research studies, including working with international organizations or international NGOs required. Minimum 10 years of experience preferred.
  • Minimum five years of experience in managing evaluation teams and overseeing data collection, analysis, and reporting.
  • Experience in a whole-of-project evaluation approach, with the ability to assess results and emerging impacts across multiple interconnected projects required.
  • Experience in evaluation methodologies and data analysis techniques, including the ability to triangulate quantitative and qualitative data.
  • Experience working in FSM, RMI, or regions with similar contexts is highly preferred.
  • Familiarity with international disaster response and reconstruction standards, including the basics of disaster-resilient infrastructure, to effectively guide the team and synthesize technical findings, is highly preferred.
  • Familiarity with participatory evaluation approaches, such as outcomes harvesting or similar methodologies, is preferred.
  • Ability to write clear, concise, and insightful evaluation reports aligned with the USAID's quality standards required.
  • Ability to adapt to fast-paced environments and remain positive and collaborative required.
  • Strong technical ability to ensure quality control of all work products and evaluation deliverables required.
  • Strong organizational, interpersonal, and team management skills.
  • Professional written and verbal proficiency in English is required. Proficiency in languages spoken in FSM or RMI is preferred.
