Project Summary:
The purpose of CIR is to protect and improve Kosovo's cyber security governance and build capacity in responsible government institutions and targeted critical infrastructure to become more resilient to cyber-attacks. This activity will work with the Government of Kosovo (GOK), the private sector, and other relevant organizations. The purpose will be achieved through three mutually supportive objectives. 1. Governance - Strengthen cybersecurity governance for and institutional coordination with critical infrastructure owners and oversight bodies. 2. Capacity Building - Build short- and long-term technical and human capacity to plan for, respond to, and recover from cyber incidents. 3. Technology and Procurement - Support the identification, prioritization, and procurement of cybersecurity technology solutions
Position Summary:
Tetra Tech is seeking cybersecurity experts based in Kosovo to join our team for the anticipated USAID Kosovo Critical Infrastructure Resilience (CIR) Activity. Applicants will be considered for inclusion in Tetra Tech's team for long-term or short-term assignments. All positions are contingent upon contract award. These positions will be based in Pristina, Kosovo, candidates must be willing to relocate to the project location for the duration of the assignment.
Position Responsibilities:
Applicants should be mid- to senior-level experts with experience in one or more of the following working areas:
- Design and implementation of cyber security/IT projects.
- Experience across the cyber security value chain, including management, sector reform, investment, and project development.
- Experience working with private sector entities on implementation and strengthening of cyber security policies, procedures, and regulation, especially to ISO27001, NIST and other industry frameworks.
- Experience working with critical infrastructure operators or regulators in CS matters.
- Experience with identifying and procuring hardware and software CS technology and identifying supply chain risks.
- Experience with incident response to CS attacks on critical infrastructure, conducting threat hunts for adversaries, and assessing CS vulnerabilities.
Required Qualifications:
- A minimum of 5 years of experience in the cyber security or IT-related work in critical infrastructure sectors.
- Experience supporting USAID or other donor-funded energy projects in Kosovo or the E&E region.
- Ability to build effective relationships with peers, supervisors, clients, and stakeholders.
- Familiarity with the political, social and cultural context of working in Kosovo or the E&E region.
- Strong oral and written communication skills.
- Fluency in English and Albanian or Serbian (reading, writing and presentation skills).
Preferred but Not Required Qualifications:
- Master's degree in a related field (computer science/management information systems/IT).
- Prior experience working for national government, international organization and critical infrastructure sectors.
