Project Summary
The United States Agency for International Development (USAID) awarded Tetra Tech the Sustainable Energy for Indonesia's Advancing Resilience (SINAR) project, which launched in January 2021 and runs through January 2026. SINAR seeks to advance Indonesia's development goals by expanding reliable and equitable energy services necessary for sustainable and inclusive economic growth. To achieve its objectives and contribute to Indonesia's Sustainable Development Goals and 2020-2024 National Medium Term Development Plan, SINAR focuses on 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation.
Position Summary
Tetra Tech has an opportunity for an Energy Policy Analyst who will provide technical implementation support to policy, planning and governance initiatives under Objective 4. This position requires relevant experience at the national or international level involving multi-stakeholder projects and partnership development, preferably professional experience with Donor Governments in renewable energy, power sector and sustainable development projects. Position Responsibilities
- Technical implementation support to policy, planning and governance initiatives under Objective 4. Activities include, but are not limited to:

- Conducting research such as on policy and regulations, roles and functions of institutions, and the cycle of planning – implementation – monitoring evaluation monitoring processes.
- Conducting energy and electricity planning data collections, disaggregation, and modeling.
- Implementing multi-stakeholder consultation processes to disseminate information, facilitate alignment of energy policy and plans, and improve coordination with SINAR counterparts.
- Producing reports (studies, policy memo, assessment, analysis).
- Conducting training and other capacity-building activities.
- Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines. That includes, but not limited to:
- Monitoring & Evaluation Plan
- Quality Assurance Surveillance Plan
- Work Plan
- Weekly & Bi-weekly Reports
- Quarterly Progress Reports
- Yearly Report
- Final Report
- Support the senior management in the design, development, and implementation of the Work Plan requested by the client.
- Support all budgetary exercise necessary for the project.
- Will be part, on demand, of all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation.
- Will comply, and will ensure the team complies with any administrative, operational, and logistical procedures, processes, and requirements.
Required Qualifications
- Graduate degree and have relevant educational background in engineering, applied sciences, business, economics, development, or related fields.
- At least five (5) years of experience and/or exposure in the process of energy policy design, planning, implementation, and related systems of monitoring-evaluation-reporting.
- Strong knowledge and/or understanding of:
- Regulatory Impact Assessment methods.
- Major energy related planning processes such as RUEN/RUED, RUKN/RUKD, RAN/RAD GRK for the Energy Sector, SDG #7, RPJMN/RPJMD, and electrification.
- Experience in working with multi-stakeholders at the national and sub-national level.
- It is advantageous but not compulsory to have knowledge and/or understanding on:
- Economic and Financial Analysis
- Gender and Inclusive Development
- Excellent written and verbal communication skills.
- Willingness to work with other members of an assignment team including both international and national consultants.
Preferred but Not Required Qualifications
- Existing working relations with the Ministry of Energy and Mineral Resources, PLN projects and with developers, banks/financial institutions, GOI, provincial government, industries, and research and development organizations.
- Familiarity with USAID procedures and practices for quality control, including monitoring.
