Project Summary:

MSI is implementing the Philippines, Pacific Islands Papua New Guinea and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Emergency Response and Reconstruction Specialist will provide technical expertise in assessing and analyzing emergency response and post-disaster reconstruction efforts, applying international standards, and mentoring stakeholders on disaster response protocols. This role will ensure the completion of deliverables in a timely manner and in the form and substance acceptable to USAID. This evaluation will provide USAID/Pacific Islands with an analysis and strategic recommendations on the effectiveness of the RESILIENCE and the two IMPACT projects in building local disaster management capacity in the Federated States of Micronesia (FSM) and the Republic of Marshall Islands (RMI), particularly in responding to the COVID-19 pandemic.  Under RESILIENCE, the performance evaluation will also include an assessment of the reconstruction assistance provided under the Typhoon Wutip Reconstruction Program.  The results of the evaluation will provide USAID/Pacific Islands and USAID/BHA with improved understanding on the performance of that component of work including the capacity development provided to various host government organizations and community groups in terms of their disaster management practices. These results will inform the designers and management of how best to prepare any follow-on projects or extensions.

 

Responsibilities:

  • Support the Evaluation Team Leader in overseeing all aspects of the evaluation, particularly those related to emergency response and reconstruction.
  • Contribute to the design and implementation of evaluation activities, including desk reviews, surveys, key informant interviews (KIIs), and focus group discussions (FGDs).
  • Contribute to data collection activities such as surveys, FGDs, and KIIs, focusing on emergency response and reconstruction.
  • Provide technical expertise in assessing emergency response and post-disaster reconstruction efforts by applying international disaster response and reconstruction standards.
  • Ensure the accuracy, consistency, and completeness of data and information related to disaster response and reconstruction efforts.
  • Assist in triangulating quantitative and qualitative data, integrating emergency response standards into the evaluation analysis and findings.
  • Provide technical expertise in evaluating the structural integrity and disaster resilience of reconstructed infrastructure, using designs, construction logs, and international engineering standards as key reference points. Assess the quality and durability of reconstruction efforts, ensuring alignment with disaster-resistant building practices and identifying opportunities for improvement.
  • Collaborate with the evaluation team to analyze engineering data and integrate findings into the overall evaluation framework.
  • Participate in debriefings with USAID, implementing partners, and other stakeholders to present findings and provide technical insights related to disaster response.
  • Assist in drafting the evaluation findings, conclusions, and recommendations, particularly in areas related to disaster response and reconstruction.
  • Contributes to the preparation of the evaluation report, focusing on emergency response and reconstruction aspects, and ensures it meets USAID's quality standards.
  • Provide facilitation support of learning events/workshops with USAID, implementing partners, and local stakeholders to advance the application of findings in disaster response and reconstruction programming.

 

 

Qualifications:

  • Bachelor's degree in engineering, disaster management, emergency response, public policy, or related fields is required. Master's degree in engineering, disaster management, or related fields preferred.
  • Minimum five years of experience in emergency response and reconstruction activities, including field experience in providing relief and post-disaster assistance to communities and national-level agencies required.
  • Experience in training and mentoring public agencies, private organizations, and communities on disaster response protocols required.
  • Experience working in FSM, RMI, or regions with similar contexts is highly preferred.
  • Knowledge of and ability to apply international disaster response and reconstruction standards required.
  • Knowledge of international standards for disaster-resistant construction, including familiarity with building codes and engineering best practices for post-disaster contexts is highly preferred.
  • Familiarity with evaluation methodologies and analysis techniques, including the integration of disaster response principles required.
  • Ability to write clear, concise, and insightful evaluation reports, focusing on disaster response and reconstruction aspects required.
  • Ability to collaborate effectively with multidisciplinary teams in fast-paced environments required.
  • Strong organizational and interpersonal skills.
  • Professional written and verbal proficiency in English required. Proficiency in languages spoken in FSM or RMI is preferred.
