The Tetra Tech Hampton Roads (Viriginia Beach),  Viriginia office is seeking a Senior Department of Defense (DoD) Business Development Specialist with a focus on environmental restoration contracts. With over 20 years of industry experience, the successful candidate will leverage their expertise to lead business development initiatives aimed at securing and managing environmental restoration projects across DoD installations. This individual will have a deep understanding of DoD environmental requirements, CERCLA and RCRA processes, and will possess a unique set of business development, technical, program management, and leadership skills, as well as have a strong track record of building relationships within the DoD sector in order to continue growing Tetra Tech's environmental portfolio.

Responsibilities:  

The Senior DoD Business Development Specialist will play a key role in supporting key pursuits throughout the Northeast and Mid-Atlantic region.  Primary responsibilities of the position include: 
•    Develop and execute a comprehensive business development strategy focused on DoD environmental restoration opportunities, aligning with company goals and DoD regulatory requirements.
•    Cultivate and maintain strong relationships with DoD environmental managers, regulatory bodies, and industry partners. 
•    Support proposal development for environmental restoration contracts, coordinating cross-functional teams to deliver compliant, technically sound, and competitive proposals that meet SF330 requirements.
•    Conduct ongoing market analysis to identify emerging trends and opportunities within DoD environmental restoration. Provide insights to senior leadership on new market dynamics, competitor activity, and regulatory changes.
•    Partner with internal project and technical teams to ensure successful transition from proposal to project execution, aligning project capabilities with contract requirements.
•    Ensure full compliance with DoD environmental and acquisition regulations. Oversee risk assessments and mitigation strategies to protect organizational interests and foster client trust.
•    Other duties may be assigned.  


Qualifications & Requirements:

This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.

Education & Experience:  
•    Bachelor's degree in Environmental Science, Engineering, Business, or a related field is required; an advanced degree (e.g., MS, MBA) is preferred.
•    20+ years of experience, with at least 10 years in DoD environmental restoration and compliance projects.
•    Proven success managing environmental restoration contracts for DoD clients.
•    Familiarity with environmental compliance standards, acquisition procedures, and contract management for DoD projects.
•    Exceptional communication, negotiation, and relationship-building skills.
•    Ability to manage complex regulatory requirements and a thorough understanding of environmental compliance.
•    Strong ability to support capture management and proposal efforts for high-value contracts, with a proven record of securing large-scale DoD environmental contracts.
•    Established network within DoD agencies, such as the Army Corps of Engineers, Navy, Air Force, and/or relevant regulatory bodies.

Language & Communication Skills: Must be fluent in the English language. Strong ability to draft clear, persuasive proposals, reports, and presentations tailored to DoD requirements and technical audiences. Proficient in presenting technical and business information effectively to diverse stakeholders, including DoD clients, regulatory agencies, and team members.

Mathematical Skills:  Basic mathematical skills are required. 

Other Skills:  Proficient in Microsoft Windows – Outlook, Teams, Word, Excel, PowerPoint, etc.
