Proposal Summary:

MSI is preparing to bid on the USAID/Afghanistan MECLA which is a follow on to the current AMELA activity. The purpose of MECLA is to provide third party monitoring, evaluation, performance management, collaboration, and learning services and program support to the USAID/Afghanistan Mission, USAID Bureau of Humanitarian Assistance (BHA) and the Department of State's Bureau of Population, Refugee and Migration (PRM), enabling the interagency partners to assess whether their programs are meeting their goals in Afghanistan and provide information to activity managers that will allow them to adapt programming and pivot to alternative approaches or geographic areas as needed.

 

Position Summary:

MSI is seeking a long-term Director of Operations, with a solid track-record in leading logistics, finance and administrative functions of international development projects. The position will oversee logistics, financial management and reporting, procurement, human resources and security for this project. Importantly, this position will also have responsibility for ensuring effective collaboration with authorities to facilitate the project's data collection efforts across the country. This position is based in Kabul, Afghanistan and is contingent upon award.

Responsibilities:

·       Oversee coordination of logistics and security for hundreds of third party monitoring site visits each month; maintain effective working relationships with government authorities to ensure proper permissions are received for data collection and travel.

·       Support the Chief of Party (COP) in day-to-day financial and administrative aspects of the project while ensuring compliance with USAID requirements and regulations and MSI policies and procedures.

·       Establish and oversee financial and operational systems including internal audits, compliance, and risk management.

·       Lead budget planning, monitor field operations' budget and advise the COP and MSI Home Office on burn rates and other programmatic considerations; provide complete and compliant required reporting; and maintain financial records for all program activities.

·       Work closely with partnering and subcontracting organizations to ensure rigorous financial and contract management.

·       Develop and manage the project's procurement system.

·       Provide oversight of the human resources and recruitment function, including ensuring adherence to local laws.

·       Supervise a team of finance and operations staff.

·       Supervise and liaise with security contractors and ensure adherence to USAID and MSI security requirements.

·       Liaise with counterparts in the MSI home office on the full complement of financial and administrative functions.

 

Qualifications:

·       Minimum seven (7) years of international experience.

·       Bachelor's degree in business administration, finance or a related subject required; Master's degree or MBA is strongly preferred.

·       Experience managing finance and administrative functions for international development projects required. Experience with USAID projects preferred.

·       Interpersonal skills, tact and diplomacy necessary to develop effective working relationships with government required.

·       Knowledge of relevant US federal regulations and procedures is preferred.

·       Fluency in local languages is required. English language fluency is required.
