Project Summary:

MSI implements USAID's Middle East & North Africa Monitoring, Evaluation, & Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous monitoring, evaluation, and learning activities for USAID's Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including the West Bank and Gaza (WBG). Under MENA MELS, the MSI team will conduct a wide range of evaluation, third-party monitoring and other MEL related technical assistance for USAID-funded activities in the West Bank and Gaza.

Position Summary:

The Deputy Team Lead (DTL) will work across multiple USAID/West Bank and Gaza activities through September 2025 such as work closely with MSI's third-party monitoring (TPM) team and the TPM Lead to deliver a large portfolio of development and humanitarian TPM work. The DTL will coordinate MSI's engagement with USAID/WBG and MSI's local data collection partners to develop a context monitoring system based on the Mission's identified information needs and context indicators, and will have a leading role in the design and delivery of the Positive Youth Engagement evaluation. The DTL will have additional tasks as jointly agreed with MSI's WBG Team Lead. This may include some combination of 1) other evaluation assignments; 2) performance management support, such as Data Quality Assessments in Q4 of FY25; 3) MEL capacity building and facilitated learning services, including after action reviews and the delivery of learning products; or 4) other team management and resource management tasks.

 

Responsibilities:

  • Develop and execute data collection plans for the PYE performance evaluation, as well as oversee other staff members to execute said plans.
  • Contribute to the development of quantitative and qualitative data collection instruments in consultation with other partners and stakeholders for evaluations, TPM assignments, and other research assignments, as required.
  • Recognize, extract, and interpret data trends from large and complex context data sets and express those trends in visual graphics and clear, concise prose.
  • Provide quality oversight and assurance of data collected by third parties, including TMP enumerators and evaluation consultants, to ensure the completeness, accuracy, robustness, and timely production of reports.
  • Help the MSI WBG team identify gaps in data collection approaches and implement process improvements.
  • Mentor other members of the MSI WBG team to develop in their report.
  • Assist in the presentation of findings, conclusions and recommendations to program stakeholders as requested.
  • Perform other ad hoc tasks and facilitated learning tasks as agreed with the Team Lead.

Qualifications: 

  • Bachelor's degree required. Master's degree preferred.
  • Minimum eight years of experience in monitoring and evaluation required.
  • Experience in monitoring or evaluation across multiple sectors, especially peacebuilding, WASH, private sector development, livelihood creation, civil society strengthening, and humanitarian relief, disability and inclusion required.
  • Experience designing quantitative surveys and/or qualitative interview guides, required.
  • Experience providing data collection training and quality assurance required.
  • Experience in a MEL management role with a mixed team of national and international consultants, required.
  • Experience with USAID preferred.
  • Experience applying coding software for qualitative data analysis preferred.
  • Experience monitoring and evaluating projects in the West Bank and/or Gaza preferred.
  • Proficiency and experience in Microsoft Excel required.
  • Proficiency and experience with one or more mobile data collection platforms preferred.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate large amounts of information with attention to detail and accuracy required.
  • Oral and written fluency in English and Arabic required.
