Mekong Australia Partnership Support Unit (MAP SU):The objective of the Mekong-Australia Partnership Phase 2 Support Unit (MAP SU or SU) is to provide efficient and effective support and enabling services, and delivery of selected MAP activities as directed by the Mekong Hub at the Australian Embassy in Bangkok, Thailand to ensure that Australia is a trusted and visible partner in supporting a resilient, inclusive and sustainable Mekong subregion. The Support Unit will deliver the Leadership and Skills program and enabling services for the Transnational Crime program. It will also support programming by providing administrative, logistical and/or technical support and assist in the execution of parts of MAP such as organising events, conducting training or managing specific components.

Key responsibilities:

  • Supervise compliance with the MAP SU Operations Manual and relevant policies, providing ongoing advice and training on policy compliance across all program operations.
  • Contribute to the preparation and development of scheduled reporting deliverables to DFAT, ensuring effective and efficient program implementation.
  • Coordinate program governance arrangements, participate in MAP SU Contract Management meetings, and lead regular Financial Management Team meetings with DFAT.
  • Support the Executive Director in executing annual work planning and budgeting that accurately reflects the range of support, delivery, and enabling services required across the MAP SU.
  • Lead financial management of MAP SU operations, including tendering and contract management in compliance with Commonwealth Procurement Rules and Tetra Tech policies.
  • Provide financial reporting in line with corporate and client requirements and oversee fraud control policies and procedures.
  • Lead and manage the SU operations team, fostering a culture of teamwork and collaboration.
  • Maintain an up-to-date MAP SU risk management plan and risk register and lead the implementation of the safeguarding plan in high-risk activities.

Selection criteria:

  • Tertiary qualification in a relevant discipline such as Commerce, Business, Project Management or International Development. Postgraduate qualifications are preferred.
  • Extensive experience in program management.
  • Experience in logistics and procurement and with government or corporate policies such as GEDSI, Prevention of Sexual Harassment, Exploitation and abuse, Fraud and child protection.
  • Demonstrated experience establishing and improving systems and implementing policies and standards across large programs or organisations.
  • Establish, maintain, and model a positive and open work culture that supports individuals, strengthens team dynamics, and builds accountability.
  • Understanding of aid effectiveness principles and cross cutting development issues and their application in the Southeast Asia context.
