Project Summary:
MSI is implementing the USAID Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:
The Deputy Chief of Party (DCOP) will provide technical leadership in MEL for the USAID PIMMELA project, with a focus on the three Components, C1, C2, and C3 namely: Performance Management, Data Collection, Reporting and Analysis, Third-Party Monitoring and Verification Services, and Evaluation and Research Services. The DCOP will work closely with the Chief of Party (COP) to ensure high-quality delivery of technical outputs and build the capacity of project teams. This position will play a key role in designing and implementing robust MEL frameworks, overseeing data collection and analysis, and ensuring the production of insightful reports for USAID and stakeholders. The DCOP will also provide oversight to local partners, oversee the quality assurance processes, and contribute to the project's adaptive learning agenda. The DCOP will report to the COP.
Responsibilities:
- Support the COP in achieving the technical goals and objectives of USAID PIMMELA, with a focus on advancing the project's MEL components.
- Supervise Component Lead of C1, 2 and 3 and support oversight of component leads of C4 and C5 as well as Mongolia and PNG Country Reps.
- Manage the development and refinement of monitoring frameworks, research methodologies, and data collection instruments to meet USAID requirements and project objectives through close engagement with USAID colleagues.
- Ensure data quality and adherence to best practices in data collection methodologies.
- Oversee data analysis efforts, working with component leads to develop frameworks and approaches for quantitative and qualitative analysis.
- Contribute to the production of high-quality, user-friendly reports and presentations for USAID and USAID PIMMELA stakeholders, including performance reports and analysis summaries.
- Provide leadership in designing and delivering adaptive learning initiatives and facilitating USAID PIMMELA Learning Events.
- Provide technical oversight for Performance Management, Third-Party Monitoring, and Evaluation and Research Services, ensuring that all activities are aligned with the project work plan and deliverables.
- Assign activity managers and quality assurance with close guidance from the COP and Technical Director (TD).
- Work closely with the technical teams to ensure timely and high-quality implementation of site visits, performance evaluations, and verification services.
- Supervise subcontractors and ensure quality assurance for their deliverables, including data collection outputs and analytical products.
- Monitor and guide local partners to ensure adherence to technical requirements and deliverables.
- Maintain productive relationships and ongoing consultations with USAID Implementing Partner (IP) representatives, government officials, and local authorities.
- Serve as the secondary point of contact with USAID and act as a liaison with implementing partners and stakeholders.
- Coordinate resources and assignments across teams to support technical activities and ensure efficiency in project operations.
- Provide technical guidance and supervision to the project's technical team, fostering a collaborative and results-driven culture.
- Support the recruitment, onboarding, and capacity building of technical staff and short-term experts.
- Motivate and mentor staff to achieve project objectives through effective communication and team-building strategies.
- Provide administrative oversight to ensure seamless coordination of tasks and activities across the project in collaboration with the COP, TD, and Senior Project Manager (SPM).
- Maintain and support the SPM on detailed trackers for task and activity progress.
- Conduct Organizational Conflict of Interest (OCI) checks and support budgetary planning and oversight as needed.
- Assist in ensuring alignment of administrative processes with project goals, proactively addressing potential delays or resource gaps, and facilitating efficient communication between the technical and administrative teams to support smooth implementation of all project components.
Qualifications:
- Bachelor's degree in economics, international development, statistics, social sciences, public health, or related fields required. Master's degree preferred.
- Minimum 10 years of progressively responsible experience in MEL, including Monitoring, Evaluation, Research, Reporting, Learning, Analysis, and Adapting (MERRLAA) required.
- Minimum seven years of experience managing teams focused on data collection, analysis, and reporting required.
- Experience in a supervisory role managing technical teams and subcontractors required.
- Experience in quantitative and qualitative field research required.
- Experience with USAID preferred.
- Experience in designing and implementing MEL systems, tools, and methodologies.
- Familiarity with implementation and service delivery challenges in the Philippines, Pacific Islands, and Mongolia preferred.
- Ability to oversee and ensure quality control of technical deliverables.
- Proficiency in data analysis software (e.g., R, STATA, or similar) and visualization tools is a plus.
- Strong written and oral communication skills in English required.
