Project Summary:

The purpose of the Nigeria Third Party Monitoring Project (NTPMP) contract is to provide independent, verifiable, primary data regarding the outputs and quality of humanitarian assistance activities funded by the United States Agency for International Development's Bureau for Humanitarian Assistance (USAID/BHA) in Nigeria through comprehensive third-party monitoring (TPM). TPM is necessary to ensure USAID/BHA has sufficient information to perform oversight and accountability of implementing partner (IP) activities. Due to the non-permissive environment in Nigeria and the inability of USAID/BHA staff to travel to activity implementation sites, TPM is essential to fulfill this purpose. USAID/BHA will use TPM information provided by the NTPMP to identify issues and challenges related to the delivery of goods and services, potential large-scale aid diversion, accountability to affected populations, and make real-time programmatic adjustments and inform future programmatic decisions and designs.

Position Summary:

The Data Management and GIS Specialist will lead the design, management, and protection of spatial and non-spatial data systems to support secure, accurate, and effective data collection, analysis, and reporting. This role will be essential in developing and implementing protocols for secure data handling, from storage and quality assurance to end-to-end management of data collected by TPMs activities. By ensuring high standards of accuracy, security, and compliance, the Specialist will contribute to robust program insights and decision-making. Working closely with the IT and Database Manager, this position will also focus on the structured integration of geospatial data into the platform, enabling meaningful visualization and analysis for stakeholders. The position will report to the Senior Learning Advisor and will be based in Abuja, Nigeria but with occasional travel to the NTPMP offices in Maiduguri. The full-time position is anticipated to last five years.

 

Responsibilities:

  • Perform GIS data quality control and management of field data that includes daily data reviews, as well as maintenance of data management and GIS hardware and software.
  • Develop and implement quality control measures for data collected by TPMs, overseeing regular checks to verify data accuracy, completeness, and compliance with protocols.
  • Lead secure data storage and backup processes, ensuring data accessibility and compliance with best practices for data protection and integrity.
  • Coordinate with TPM teams to ensure adherence to data collection standards, providing ongoing support, feedback, and adjustments to enhance data quality and reliability.
  • Enforce digital data security protocols, including encryption, password protection, and secure transmission of data to designated servers, followed by remote deletion from devices post-transfer.
  • Lead dual-phase reviews to identify and remove both explicit and implicit Personally Identifiable Information (PII) from datasets, safeguarding against unauthorized identification risks.
  • Define technical requirements for GIS software structure, designing maps, modules, and visualizations aligned with program needs.
  • Create high-quality maps and geospatial data visualizations to communicate complex spatial data effectively to program stakeholders to support the analysis and reporting of findings.
  • Provide technical guidance and training to field teams and TPMs, enhancing skills in secure data collection, storage, and quality assurance practices.
  • Define and implement standards for custom maps and geospatial data, tailoring solutions to meet program objectives and stakeholder requirements.
  • Provide data for the client as per any queries.
  • Perform any other duties as required from time to time by the supervisors.

 

Qualifications:

  • Bachelor's degree in GIS, data science, information technology, or a related field is required. Master's degree is preferred.
  • Minimum three years of experience in GIS or data management, including secure data handling, quality assurance, and coordination with data collection teams required.
  • Experience implementing and overseeing data quality checks to ensure accuracy, reliability, and compliance with standards.
  • Proficiency with GIS software, spatial data analysis tools, data protection methods (e.g., encryption, secure storage), and quality control practices.
  • Strong communication and collaboration skills to train, support, and engage data collection teams effectively.
  • Strong oral and written proficiency in English is required.
