Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.    

Position Summary

 

The Customs Broker Coordinator will be responsible for managing and facilitating the customs clearance process for goods procured under SPARC for the Ukraine energy sector. This includes ensuring compliance with all local and international regulations and expediting the movement of goods through customs. The Customs Broker Coordinator will work closely with project execution and logistics team, suppliers, recipients and relevant authorities to maintain efficient supply chain operations.  This is a full-time position for the period of 1 year with the possibility of an extension.  

Position Responsibilities

·       Oversee the customs clearance process for all imported, temporary imported and exported goods, ensuring timely and compliant transit.

·       Ensure all documentation is complete and adheres to local and international laws, including customs declarations, invoices, and certificates of origin.

·       Stay informed of and implement changes in customs laws and regulations to maintain compliance.

·       Act as a liaison between the project and customs authorities, negotiating any necessary terms to facilitate the smooth release of goods.

·       Identify potential customs-related risks and develop strategies to mitigate delays or complications in the clearance process.

·       Develop and implement standard operating procedures (SOPs) for customs clearance to streamline the process and reduce bottlenecks.

·       Work closely with the Project Execution and Logistics and Supply Chain team, Procurement team, and external partners to coordinate shipments and ensure seamless delivery.

·       Address and resolve any issues related to customs clearance, such as disputes or delays, in a prompt and efficient manner.

·       Maintain accurate records of customs transactions and generate reports for management as needed.

Required Qualifications

  • Bachelor's degree in logistics, international trade, supply chain management, or a related field. Certification as a licensed customs broker is preferred.
  • Minimum of 3–5 years of experience as a customs broker or in a similar role involving customs clearance and compliance.
  • Strong knowledge of local and international customs regulations.
  • Excellent problem-solving and analytical skills.
  • Proficiency in preparing and reviewing customs documentation.
  • Strong communication and negotiation skills.
  • Familiarity with customs clearance software and Microsoft Office Suite.
  • Language: Proficiency in English and Ukrainian is required.
