Through the Energía Sostenible para Ecuador (ESE) project, the U.S. Agency for International Development (USAID) is partnering with the Government of Ecuador to increase the energy sector's efficiency and sustainability while enhancing social inclusion, economic opportunities, and environmental sustainability. ESE works with the government to design and implement a 500 megawatt (MW) renewable energy competitive procurement and advance energy policies that promote changes in the current regulatory framework to increase renewable energy technologies. ESE experts help improve medium- and long-term planning to support the integration of future renewables and increase the resilience of the sector to climate change impacts. ESE is also supporting the system operator to develop a reserve strategy to minimize financial losses and build confidence for further renewable energy investments. ESE works with the government, the private sector, and development and local finance institutions to mobilize financing, design, and deploy sustainable energy technologies for shrimp farmers, rural Indigenous communities, and people with disabilities. Tetra Tech is seeking a Communications Specialist to join our team. The successful candidate will work closely with the technical team in Quito as well as home office staff based in Arlington, U.S. and Pretoria, South Africa to achieve ESE's development objectives. The candidate must be able to communicate effectively in English and Spanish in both written and oral form. The communications specialist will be a project-based employee and subject to the project period of performance. 

The Communications Specialist must have the ability to legally work in Ecuador. The position is full-time, and hiring is contingent upon USAID approval and funding. Responsibilities

  • Develop communications materials in English and Spanish including, fact sheets, press releases, social media content, remarks, email blasts, presentations, website content, video script, and visuals and graphics. All materials must be aligned with ESE and USAID messaging.
  • Liaise with USAID to secure approval of communications materials and plan public
  • Coordinate with ESE stakeholders to plan events, develop communication materials, and promote joint work to media. Stakeholders include representatives of the private sector (energy, transportation, and finance industry), government of Ecuador, international donors, and civil society organizations that represent Indigenous people and people with disabilities.
  • Take photos at events and site visits and edit as needed. The photos will be used for communications materials and stories.
  • Support updates to the ESE communications plan and its implementation.
  • Plan, organize, manage, and staff ESE site visits and events.
  • Draft and edit briefing memo and talking points for USAID.
  • Collect information and draft content for ESE's annual report and four quarterly progress reports per year.
  • Manage and update contact list of stakeholders.
  • Meet weekly with the ESE team and circulate clear after action items post meeting.
  • Provide guidance to and manage consultants such as a graphic designer, videographer and translator in order to produce high-quality communications products that meet deadlines.
  • Collect project updates from the technical team on a weekly basis and write a short paragraph to report on progress.
  • Incorporate feedback to communications deliverables to refine the final product and facilitate the approval process.
  • Be well versed in all ESE activities in order to be able to represent the project to stakeholders in oral and written communications. 
  • Provide communications, marking and branding, and engagement guidance to the ESE technical team.
  • Project management to ensure all deliverables are within budget and meet their deadlines.
  • Manage and regularly update the ESE calendar of events and a tracking tool for communication activities. 

Minimum Qualifications

  • Minimum of bachelor's degree (master's degree preferred) in engineering, or related field.
  • At least 5 years of experience working in communications, with particular experience working with government stakeholders within Ecuador.
  • Technical knowledge about Ecuador electricity systems preferred.
  • Previous experience working in communications on a USAID project.
  • Strong coordination skills
  • Fluent Spanish and English required.

Valued Qualifications

  • Familiarity of international donor programs, preferably USAID-related experience
  • Experience communicating technical content to a broad audience.

Physical demands & work environment

  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment
  • Ability to travel in-country
