Project Summary
Tetra Tech is implementing the five-year, USAID-funded Power Africa Empower West Africa Program. Building on a decade of Power Africa success, Empower West Africa aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, Empower West Africa aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary
Tetra Tech is searching for an experienced Clean Energy Policy Specialist for the USAID Empower West Africa Program. The ideal candidate will have strong expertise in renewable energy policy, climate change mitigation strategies, and energy market regulation. This role will require expertise in clean energy policy, leadership abilities, and the capacity to navigate complex regulatory and legislative environments. The Clean Energy Policy Specialist will provide project leadership and technical expertise on advancing energy policy decisions and leading advocacy efforts for the clean energy transition. The role requires occasional regional travel.
Position Responsibilities
- Analyze the opportunities and bottlenecks in each country to come up with strategies to scale up program interventions through the creation of a necessary enabling environment.
- Engage and collaborate with government institutions to provide direct policy advice, identify legislative and regulatory gaps, define capacity-building needs, and work with the program implementation team to identify intervention points and opportunities.
- Draft and propose new clean energy policies that promote renewable energy adoption, carbon reduction, and energy efficiency.
- Advocate for policy changes at the country level, working directly with government bodies and regulators.
- Lead stakeholder engagement initiatives to create partnerships that support clean energy policy advancement.
- Monitor and assess changes in energy policy, environmental regulations, and market conditions.
- Oversee economic, environmental, and technical analysis of clean energy projects and policies.
- Evaluate the impact of policy changes on renewable energy markets, carbon emissions, and economic development.
- Provide high-level recommendations on improving policy effectiveness based on data-driven insights.
- Advocate for the adoption of clean energy policies at the country level.
- Prepare policy briefs, white papers, and presentations to communicate policy proposals to stakeholders.
- Collect and analyze data related to energy consumption, greenhouse gas emissions, and clean energy deployment.
- Provide reports on the effectiveness of clean energy policies and recommendations for further improvement.
- Organize events, webinars, or panel discussions to engage the public and key stakeholders on clean energy issues.
- Develop and submit monthly, quarterly, and annual reports.
Required Qualifications:
- Bachelor's degree in clean energy, energy management, environmental science, public policy, or a related field.
- At least seven years of experience in energy policy, environmental law, sustainability, or a related field.
- Proven track record of leadership in energy policy development, legislative advocacy, or regulatory analysis.
- Experience working with senior government officials, regulatory agencies, or international organizations on clean energy or climate policy.
- Expert knowledge of renewable energy technologies, energy markets, and climate policy frameworks.
- Strong analytical skills, with the ability to interpret complex energy data and regulatory impacts.
- Excellent written and verbal communication and public speaking skills in English and French, with experience in legislative advocacy and public engagement.
- Advanced project management and leadership skills, with the ability to lead teams and manage high-level initiatives.
Preferred but not Required Qualifications:
- Familiarity with national and international climate agreements and frameworks (e.g., Paris Agreement).
- Master's degree in clean energy, energy management, environmental science, public policy, or a related field
- Experience with energy modeling software or tools for policy analysis.
