Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support.

Position Summary:

The Collaboration, Learning and Advising (CLA) Specialist will report to the to the Deputy Chief of Party (DCOP) or as designated. The Specialist will manage consultants and subcontractors and will work with key stakeholders such as implementing partners (IPs), and Mission staff. The Specialist will help strengthen performance monitoring and learning within USAID and its partners. This position will support MozMEL's efforts in monitoring and learning, with a strong emphasis on CLA. This role involves facilitating events, fostering collaboration among stakeholders, and ensuring adaptive management practices are integrated into project implementation. Additionally, the Specialist will ensure gender and inclusion considerations in all aspects of CLA interventions. Working with the Senior Team including the Chief of Party (COP), DCOP, and Senior Officers, the Specialist will help prepare MozMEL's end of intervention reporting, and document the depth and breadth of project achievements and innovations over the life of an intervention. This is a full-time position based in Maputo with travel as needed.

 

Responsibilities:

  • Manage and facilitate CLA interventions, including learning events, workshops, and stakeholder consultations.
  • Coordinate all resources allocated to an intervention to include consultants and subcontractors.
  • Promote a culture of continuous learning and adaptation within the organization.
  • Plan, organize, and facilitate events such as training sessions, workshops, and retreats.
  • Coordinate logistics, agendas, and materials for events.
  • Engage with participants and ensure productive and inclusive discussions.
  • Develop and implement CLA strategies to enhance collaboration and knowledge sharing.
  • Provide training and technical assistance to staff and partners on CLA.
  • Develop capacity-building materials and resources.
  • Support the development of local CLA expertise.
  • Integrate gender and inclusion considerations into CLA frameworks and activities.
  • Contribute to the conceptualization, design, and facilitation of in-person and remote training, mentoring, and technical assistance in various formats to enhance CLA skills and practices for staff from the Mission, IPs, local organizations, and government.

 

Qualifications:

  • Minimum bachelor's degree in a relevant field, such as social sciences, international development, or public health, is required.
  • Minimum five years of experience in MEL including minimum two years of experience focused on CLA, required.
  • Experience in providing program coordination to include management of scope, budget, timelines, resources, etc., is required.
  • Experience in facilitating events and workshops is required.
  • Experience in delivering trainings to development practitioners, preferably to the private sector, required.
  • Experience in gender and inclusion is preferred.
  • Experience in reviewing and/or developing results frameworks and theories of change is preferred.
  • Familiarity with USAID projects is required.
  • Familiarity with a diverse set of programming, such as health, agriculture, education, or governance, is preferred.
  • Strong analytical, facilitation, communication, and data management skills.
  • Ability to work collaboratively with diverse stakeholders.
  • Fluency in Portuguese and English is required.
