Proposal Summary:

This activity will support the implementation of the U.S. Government's and USAID's current priorities such as the Indo-Pacific Vision as well as future priorities that may arise during the life of the activity. This support encompasses activities related to the design, Monitoring & Evaluation, Collaborating, Learning and Adapting, Knowledge Management, and dissemination of results and learning throughout the program cycle.

 

Position Summary:

The Chief of Party (COP) will play a pivotal role in leading the MEL Platform Activity, serving as the primary point of contact with the USAID Contracting Officer's Representative (COR). The COP will oversee all technical and administrative aspects of the project. This leadership position involves supervising staff across various technical components, managing relationships with subcontractors, and ensuring the project's compliance with USAID regulations. This is a full-time position and will be based in Jakarta, Indonesia. This position is contingent upon award.

 

Responsibilities:

  • Serve as the primary point of contact with USAID on the day-to-day implementation and management issues of the project.
  • Provide technical leadership on monitoring, evaluation and learning support activity while ensuring compliance with USAID requirements and regulations.
  • Manage and supervise the work of all personnel assigned to tasks under the contract and ensure timely implementation.
  • Oversee project partners and subcontractors, ensuring effective communication with consortium partners, identifying and resolving potential partnership issues, and maintaining cohesion throughout project implementation.
  • Ensure project activities are implemented on schedule and within budget.
  • Ensure quality control and the overall responsiveness of services provided under the task order, including necessary adjustments to operations to fit the requirements of USAID.

 

Qualifications:

  • Advanced degree in public administration, international relations, economics, business administration, law or a related field.
  • At least ten (10) years of work experience leading and implementing monitoring and evaluation projects.
  • Demonstrated experience in a supervisory or management capacity that includes providing technical and administrative oversight of subcontractors in a multicultural setting.
  • Knowledge of and prior experience working on USAID-funded activities strongly preferred.
  • Experience working on development programs in the Asia region.
  • Fluency in English with excellent written and oral communications skills required, with proficiency in Bahasa Indonesia preferred.
